Site work for a civil project in Orlando, Florida. Completed plans call for site work for a water / sewer project.

Force main Phase 1, Part A involves the construction of water main improvements, a newhigh voltage OUC duct bank, new sanitary sewer force main and gravity sewer systemreplacement. The project will begin at Garland and Orange and run east from that point to LakeHighland Drive and Ferris Avenue. The estimate for this project is: $32,526,900.00. The CITY is under no obligation to respond to questions received after the cut-off day for questions specified in this section. Refer to "Instruction to Bidders"for more information on the bidding process. Bids must be accompanied by a bid bond, certifiedcheck or cashier's check made out to the City of Orlando, or other security as provided by law, inan amount not less than 10% of the total base bid. Bidders must be appropriately licensed FloridaContractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders andeligible to be awarded a contract. All questions about themeaning/intent of the Plans & Contract Documents must be submitted in writing before 5:00 p.m.Local Time, April 17, 2025, to Silvia Coste, CPP, Senior Purchasing Agent,Silvia.Coste@orlando.gov Procurement and Contracts Division. Questions will be answered inaccordance with Article 5 of the "Instruction to Bidders," replies will be given at a later date. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds inthe amount of the Contract Price. The Surety must be licensed to do business in the State ofFlorida, must be included on the United States Department of the Treasurys Listing of ApprovedSureties, and must have at least an A- rating in accordance with the most current A.M. BestCompany financial strength ratings. Use of E-Builder Software - The selected Proposer will berequired to utilize the City of Orlandos E-Builder software in the performance of services hereunder. City of Orlando Minority & Women-Owned Business Enterprise Ordinance and Veteran BusinessEnterprise (VBE) Program The CONTRACTOR shall be required to comply with the City ofOrlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and VeteranBusiness Enterprise (VBE) program (Chapter 7). The Supplementary Conditions establishrequirements which must be achieved by the CONTRACTOR; certain required actions must betaken at least 10 days prior to bidding. The MBE/WBE Letters of Intent (see form in SupplementaryConditions) must be provided at the time of bid opening. If either or both the MBE/WBE goals arenot met, MBE/WBE "good faith" documentation must also be provided at the time of bid opening.The VBE Participation form is provided in the Supplementary Conditions Living Wage.CONTRACTOR is required to pay its workers, as well as its subcontractors providing servicespursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY.(This provision does not include general administrative personnel unless they are assigned to aCITY project.) wage means compensation for employment of not less than $15.00 per hourfor straight time, exclusive of FICA, unemployment taxes, and workers compensation insuranceand employee benefits. This provision shall apply to all bid and proposal awards for services whichinvolve CITY expenditures that exceed $100,000.00 per year. Responsible Contractors Policy Forcontracts with an estimated value of at least $100,000, the CONTRACTOR will be required tocomply with the City of Orlandos Responsible Contractors Policy, which requires thatCONTRACTOR pay its workers and require its Subcontractors to pay their workers on this Projectan hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act(hereinafter hourly wage). The Wage Determination for this Project The applicable county is Orange County, and the construction typeis: Heavy (Including Sewer & Water Lines) (FL20250128 01/03/2025). Additionally, CONTRACTORshall provide its workers and require its Subcontractors to provide their workers with healthbenefits, such requirement being satisfied by providing to the workers on this project either 1)health benefits through a bona fide program or 2) by increasing their hourly wage by 20%. Ifsatisfying the health benefits requirement by providing health benefits through a bona fide program,the Supplementary Conditions establish minimum health insurance benefits acceptable to theCITY. Moreover, certification as to the existence of a CONTRACTORS bona fide health benefitsprogram for its workers must be provided to the City with its bid at the time of the bid opening. TheOwner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise forBids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is mostadvantageous to the Owner, price and other factors considered.
