The selected vendor shall provide the City of Fort Smith Water Utility Department with a comprehensive program to include: (a) water meter audits, (b) program cost and benefits, (c) design and installation of Advanced Metering Infrastructure (AMI) system in conjunction with a water loss optimization project, (d) training existing staff in the operation and maintenance of installed systems, (e) training existing staff on water/energy loss education and awareness, (f) monitoring water/energy costs and systems, (g) financing for the project, and (h) written guarantee that total program costs shall be covered by the program to the extent required by the enabling legislation All submitters must be licensed under the terms of Act 150 of the 1965 Acts of the Arkansas Legislature, including subsequent amendments, and considered by the Arkansas Contractors Licensing Board to be classified as a General Contractor for the classification required to perform the work identified as part of the project. The owner reserves the right to waive any informalities or to reject any or all responses.
