Reference Number 0000290424 Question Acceptance Deadline 2025/04/11 11:59:00 PM EDT Bid Intent Deadline 2025/04/11 10:00:00 AM EDT The general scope of work includes, but is not necessarily limited to, the replacement of the single span bridge superstructure with a new superstructure consisting of a reinforced concrete bridge deck on steel girders, conversion to semi-integral abutments, installation of thrie beam barrier on bridge deck and wingwalls, waterproofing and paving over bridge deck, installation of new approach guiderail including end treatments, and installation of asphalt pavement on approaches. The Tender must be accompanied by a certified cheque, made payable to the Owner in an amount equal to (or greater) 10% of the Total Tender Price. The certified cheque must be enclosed in the same envelope as the Tender. A Bid Bond will also be accepted. A Performance Bond in an amount equal to one-hundred percent (100%) of the Tender total will be required on acceptance of the Contract and prior to the commencement of any work. A Labour and Material Payment Bond in an amount equal to fifty percent (50%) of the Tender total will be required on acceptance of the Contract and prior to the commencement of any work. The Bonds will be furnished by a satisfactory surety company with head office in Canada, or authorized to carry on business in Canada. An acceptable alternative to providing bonds is letters of credit in the above amounts furnished by a financial institution with a head office in Canada or authorization to carry out business in Canada. Comprehensive General Liability insurance to an inclusive limit of not less than Five Million dollars ($5,000,000.00) per occurrence for property, damage, bodily injury and personal injury including, at least, the following policy endorsements: (i) The Municipality of Mississippi Mills and HP Engineering as additional insured for the purpose of this Contract only; (ii)Cross liability and severability of interest; (iii)Contractual liability; (iv)Independent Contractors; (v)Products and completed operations; (vi) Employer's liability and voluntary compensation; (vii) Firefighting Expenses; (viii) Broad Form Property Damage (x)30 day written notice of cancellation; (xi)Tenant and legal liability (if applicable); and Non-owned automobile coverage with blanket contractual and physical damage coverage for hired automobiles. The following work, activities and costs shall be included under this Item: Bonds, administration and supervisory costs. Mobilization and demobilization of equipment material and Contractor's forces. Schedules and cash flow forecast. Site preparation for work. Costs of all necessary approvals and permits as applicable. Cost of building construction depot (laydown area) in a location acceptable to the Owner. All costs associated with locates, protection or temporary relocation and reinstallation of utilities, if applicable and not specified in other areas of the contract. Installation of temporary barricades, hoarding, fencing and other protection required. Cost of supplying and maintenance of adequate sanitary facilities. Scaffolding and other required access to perform the work, if not specified in other areas of the contract. Costs associated with submission of shop drawings, rebar schedules, product submissions etc., including engineering and QVE. Cost of advertising of Substantial Completion in Daily Commercial News. Costs associated with access to private properties as required and obtaining written release from the affected property Owners. Copy to be submitted to the Engineer. Maintaining and reinstatement of existing road signs, mailboxes, etc. All costs of any incidental work not specifically mentioned in the Contract Documents but required by virtue of the work. All costs associated with required environmental protection measures not specified elsewhere in the Contract. Contractor's office. Fencing of the Work area. Cost of reinstating to their original conditions the Contractor's laydown areas and office sites. All costs associated with preparation of as-built drawings (red line hard copy mark-ups). All costs associated with field surveying as specified in the Contract Documents and as required in order to properly layout and complete the work. The Scope of work for this Item includes, but is not necessarily limited to, the following: 1. Supply, install, relocate, maintain, and remove upon completion, all traffic control signs, delineators, barricades, appurtenances, as required by the Ontario Traffic Manual, Book 7 (Temporary Conditions) in order to carry out the construction work. 2. Vehicular and pedestrian traffic control and construction signing as indicated in the Contract Drawings. 3. All other provisions related to traffic control and traffic management as required to carry out the construction and facilitate the Contractor's operations except where paid separately. 4. Separate provisions to positively restrain any errant vehicles entering open excavation, except where paid separately. 5. This item shall also include the supply and installation of a Physical Barrier at the limits of Contract on the roadway to prevent vehicles and pedestrians from entering the construction zone. The physical barrier shall be adequately illuminated to be clearly visible and distinguishable during night conditions. In addition, construction fencing shall be installed around the construction area at all times. 6. All costs associated with the placement of temporary fill material, temporary asphalt (as may be required) to accommodate vehicular and pedestrian access at affected properties shall also be included in this Item. A Traffic Control Plan showing the schedule and layout sketch of all traffic control signing (for all stages of work), as well as the staging of traffic control based on the phasing of the project, shall be prepared by the Contractor and submitted to the Contract Administrator for review a minimum of 14 days prior to commencing any work. The Traffic Control Plan shall also show the location of all temporary concrete barriers, portable traffic signals, temporary pavement markings, etc. Special consideration shall be given for the maintenance of pedestrian access over the structure, as well as the timing and methodology of staging transitions in order to maintain two-way traffic and limit duration of full roadway closure. All signs and levels of reflectivity shall conform to the Ontario Traffic Manual, Book 7 (Temporary Conditions) for vehicular and pedestrian traffic. Signs shall be installed in strict conformance with Book 7. All signs and levels of reflectivity shall conform to Transport Canada and Parks Canada regulations for marine traffic. Marine traffic signs and lights shall be installed in strict conformance with Transport Canada and Parks Canada regulations. The Contractor shall be responsible for ensuring that all construction signing is maintained in their specified location throughout the duration of construction. The Contractor shall make daily inspections and maintain a daily log of time of inspection to be submitted to Contract Administrator prior to final payment (refer to Daily Diary of Signs below for additional information).
