General Engineering (A-License) Construction, San Francisco, San Mateo, Santa Clara, and Alameda Counties A Job Order Contract ("JOC") is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the four-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda Counties. The Maximum Contract Amount is $5,000,000.00. The City may award the contract to the responsible Bidder submitting the lowest responsive bid Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 16.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. PUCLBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Concrete; Construction Traffic Control Services; Earthwork & Paving; Electrical; General Engineering Construction; Hazardous Waste And Remediation Services; Landscape; Lenel Hardware; Lenel Systems Integration; Pipeline; Remotely Operated Vehicle Inspection; Tree Service; Well Drilling; and Well Pump Repair. The specialized scopes of work with specific and special licensing requirements include working with high-voltage distribution systems requiring a C-10 license; well drilling which would require a C-57 license; well pump repairs for the groundwater program in the regional water system, which will require a D-21 license ; ongoing wetlands and habitat care on the SFPUC watersheds with specialized tree services requiring a D-49 license with previous working relationship with a licensed timber operator (LTO) and biologists; landscaping maintenance requiring a C-27; security systems installation and integration requiring Lenel certification; and specialized inspection of pipelines using remotely operated vehicle inspection tools. A Class "A" California Contractors License is required to bid. In addition to an A-License, the prime bidder must have successfully completed work on at least three public works projects within the past ten years, each project with a minimum construction value of $1,500,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
