The selected consultant will provide the following services: 1. Act as a liaison for major flood control projects affecting the City and report back to the Engineering Services Division Manager, Department of Utilities, and/or designee on progress and critical issues of concern to the City. 2. Assist and advise Engineering Services Division Manager, Department of Utilities, and/or designee on issues evolving on the above mentioned flood control projects. 3. Assist in development of strategies for working on a cooperative basis with the Corps of Engineers, Central Valley Flood Protection Board, Department of Water Resources, Sacramento County, Reclamation District 1000, American River Flood Control District, and SAFCA on issues such as levee maintenance, accreditation, funding, and project alternatives. 4. Review reports and technical documents as necessary and provide summaries and recommendations relative to the City's interests. 5. Develop and implementation of a systematic approach to improve flood control systems 6. Review and assess existing encroachments, manage permits, and conduct condition assessments of flood control infrastructure. 7. Identification and assist in applying for relevant state and federal grant opportunities 8. Assist in development and management of effective floodplain policies and programs. 9. Review hydraulic models to assess flood risk and develop mitigation strategies 10. Formulate and recommend operation plans for flood fighting 11. Support efforts in the certification of levee systems in accordance with FEMA guidelines 12. Provide guidance in relevant laws and regulations impacting flood control operations such as PL84-99 and Title 23 13. Provide engineering, survey, and geotechnical support during flood related emergencies.
