The Tulsa County Voluntary Buyout Program (VBP) is intended to help eligible Oklahomans voluntarily relocate from the 100-year floodplain, floodway, or Disaster Risk Reduction Areas. The goal of the program is to acquire between 75 to 80 at-risk properties and convert them to open space, green space, recreational grounds, or floodplain management areas.
