Reference Number 0000290640 Question Acceptance Deadline 2025/04/10 12:00:00 PM CDT 2.1 The Manitoba Transportation and Infrastructure (MTI) on behalf of the Government of Manitoba is seeking a qualified firm to: a) Obtain multibeam sonar and offshore/Floodplain LiDAR survey (up to a minimum of 100m from each bank) of Lower Red River. b) Conduct topographic survey structures on Lower Red River, including bridge, rail, other hydraulic structures such as the St. Andrews Dam and Lock. Obtain details such as deck elevation, underside girder elevation, number of spans, pier width, and pier locations. Approximate locations for all waterway structures are given in Schedule "E". In addition to the XYZ survey information, the Consultant must record the bridge elements, including the number and size of piers, spans, deck, abutments, girders, etc. in a spreadsheet. 2.2 The purpose of this Request for Quotes (RFQ) is to identify those vendors capable of meeting the Department's requirements in a cost effective and timely manner and select a proponent to execute the work. 2.3 The specific survey data locations that are required are given in Schedule "F". 2.4 Details of the bridge structures survey are as follows: a) Approximate locations for all waterway structures/bridge are given in Schedule "E". b) See Schedule "F" Structures Information for additional details for structure survey. 2.5 Details of the multibeam sonar and LiDAR survey are as follows: a) The extents of the sonar multibeam survey shall include full bottom, bank to bank coverage. b) Data points shall be collected using CGVD28 (HT2.0) vertical datum. c) Benchmark data from nearby Water Survey of Canada gauge stations will be provided to the selected Proponent to be tied into the survey data. d) Survey extent is from 1km upstream of the Floodway Inlet Control Structure (634906, 5511618) to the Lake Winnipeg (655588, 5585180N) e) The extents of the LIDAR survey shall be from the waterline to a minimum of 100 m for each bank. f) Gridded, georeferenced, bathymetric data and LiDAR data will be brought together to create a mosaic for a complete digital elevation model. g) See Schedule "D" Multibeam Sonar, and LIDAR Survey Specifications for additional details for multibeam sonar and LiDAR survey specifications. 2.6 The Consultant is responsible for gaining access to survey locations, including consent of entry to private property. MTI can notify Rural Municipalities to assist the successful contractor, but MTI will not be contacting individual property owners. Contractors are expected to conduct their own assessment of the river conditions and site access prior to responding to the RFQ. 2.7 Workplace safety during the assignment shall be the responsibility of the Consultant. Safety practises shall be carried out in accordance with the Workplace Safety and Health Act. Please refer to Part 3, Section 2.3, subsection b) of this RFQ for requirements related to Worker Compensation Board (WCB). 2.8 Additional survey services outside those described in Schedule "E" may be requested. Any work outside of those described herein must not be undertaken unless agreed to by the Consultant and MTI using the Change Request Procedure described in Part 7, Section 7.00 of this RFQ. 2.9 If additional structures are encountered by the Consultant while the work is being undertaken, the Consultant is to notify MTI and MTI may request the Consultant collect the additional information, following the Change Request Procedure.
