HP Frisco Holdings, LLC ("Hall") is acting as the City of Frisco's ("City") agent to perform design, development, and construction of a parking garage containing a minimum of 1,100 spaces. It is the policy of the City to involve small businesses and qualified minority/woman owned businesses to the greatest extent possible in the procurement of goods, equipment, services, and construction projects Deadline for Submitting Questions April 11, 2025 4:00PM CDT Questions concerning this RFQ are due in writing via e-mail to dwu@hallgroup.com and Mjones@hallgroup.com before the deadline for submitting questions stated above. Hall, on behalf of the City of Frisco, is seeking the services of a Design-Build firm with extensive experience and skills in the design and construction of parking garages. Only individual firms or lawfully formed formal business organizations may submit a statement of qualifications, unless the respondent expressly states in writing in the response that, if awarded a contract, it will lawfully form a formal business organization in a timely manner so as not to delay the project (in compliance with Texas Government Code 2269); a design-build firm under this subchapter must be a sole proprietorship, partnership, corporation, or other legal entity or team that includes an architect or engineer and a construction contractor. Each firm must certify to Hall that each architect or engineer that is a member of the firm was selected based on demonstrated competence and qualifications, in the manner provided by Section 2254 of the Texas Government Code. Any informal associations will be disqualified. This does not preclude a respondent from engaging consultants by contract. Emphasis will be placed on firms that have parking garage design-build experience incorporated into larger developments where the garage works seamlessly with the surrounding improvements. In March of 2025, Hall and the City entered into a Master Development Agreement in which the City approved bond funds in an amount capped at $40,000,000 to construct a parking garage. As City's agent, Hall will design, construct, and develop a parking garage, containing a minimum of 1,100 public parking spaces, as part of a larger condominiumized project. The condominium regime will consist of: 1) the Garage Unit ("Garage Unit"), and 2) one or more units for commercial and retail space ("Development Units"). The Garage Unit must be sufficient to support a speculative "Class A" office building containing at least twelve (12) stories (inclusive of the stories within the Garage Unit) and at least 100,000 square feet of high-end, finished out, executive level suite office space. There will also be ground floor retail adjacent to the Garage Unit. The Design Build Scope for this RFQ will include schematic design, design development, construction documents, bidding/award of subcontracts, construction administration, project closeout/commissioning, and warranty review. Various presentations to City Council or other stakeholders will be included
