A timeline for the award has not yet been established.** A certified check or bank draft, payable to the order of The United City of Yorkville negotiable U.S. Government bond (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total Bid shall be submitted with each Bid. The scope of work consists of the design and construction of a 138 foot tall, 52.4 foot diameter, 2,000,000 gallon standpipe water storage tank with a top capacity line at 850 feet, interior and exterior painting, as well as the installation of approximately 135 feet of 16-inch ductile iron water main, aluminum conduit, all related appurtenances, site grading and stabilization, and other site improvements as set forth in the Bid Documents. The successful bidder shall be required to furnish a satisfactory contract bond to the United City of Yorkville by a surety company authorized to do business in the State of Illinois covering the full amount of the contract. The successful bidder and all sub-contractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the project. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipients policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60- 4. The bidder shall submit, if requested by the City, a list of qualified references for projects of similar size and scope of this project. Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid. Bids may be held by the United City of Yorkville for a period not to exceed 120 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, and securing loan funding, prior to awarding of the Contract.
