The City of Pittsburgh is seeking competitive bids for the restoration of a deforested corridor in Highland Park. This highly visible project will involve the clearing of underbrush, removal of invasive species, planting of 2000 trees, installation of tree protectors, regular watering, and ongoing invasive species removals. The City of Pittsburgh Office of Management & Budget, on behalf of Department of Public Works, is soliciting proposals from qualified vendors for Highland Park Rising Main 3 Restoration. Question Submission Deadline: April 24, 2025, 5:00pm Late proposals will not be accepted or considered. Respondents should allow enough time to register company on the City's e-Procurement Portal, search the solicitation they wish to respond to and complete the submission process online before the deadline. The City of Pittsburgh shall not be responsible for proposals delivered to a person or location other than that specified herein. All submittals, whether selected or rejected, shall become the property of the City of Pittsburgh and will not be returned. Scope of Work 3.1. Removal of hazards and debris from site The contractor will remove any dead or hazardous trees from the portion of the site abutting the Highland park bridge onramp, as well as any large or unsightly debris degrading the visual appeal of the site. All material may be chipped on site, logs may be left on site in a position that prevents them from being able to roll downhill. All specimens of large tree species under 6" DBH growing within 10' of the jersey barriers are to be removed. 3.2. Clearance of invasive species Prior to plantings, the contractor will remove invasive species across the entirety of the project site. Use of chemical means to eliminate invasive is allowable, permits will be issued through the Forestry Division office. The following species are targeted for elimination. o Amur corktree, Phellodendron amurense o Siebold's viburnum, Viburnum sieboldii o Porcelainberry, Ampelopsis glandulosa o Japanese honeysuckle, Lonicera japonica o Multiflora rose, Rosa multiflora o Oriental bittersweet, Celastrus orbiculatus o Amur honeysuckle, Lonicera maackii o Japanese knotweed, Reynoutria japonica This will only occur 1 time during the duration of the project. 3.3. Carbon Sequestration and Soil Health Improvement The contractor will incorporate 1 ton of biochar into the site, through a combination of surface application and integration into tree planting holes. Application rates are included in Attachment A. 3.4. Area seeding The full project area is to be reseeded with a suitable forest corridor mix (27.5 lbs), as provided in Attachment A. 3.5. Tree Planting The contractor will be responsible to provide and install combination of 2000 trees and shrubs per the attached planting specifications. Trees and shrubs are to be containerized stock of no less than 1 gallon pot size, grown within 75 miles of the City of Pittsburgh which are healthy and free of damage. All plantings are to conform to ANSI A300 standards. 3.6. Tree Protection Each tree or shrub planted is to have either a tree protection cage or a tree tube installed immediately following planting. All costs associated with proposal preparation shall be borne by the applicant.
