Reference Number 0000290769 Question Acceptance Deadline 16-Apr-2025 12:00:00 PM EDT The Streetsville Bus Facility features a total of 6 roof areas, five of the six roof areas feature low-slope conventionally constructed, single-ply, heat-welded thermoplastic polyolefin (TPO) membrane system roof assemblies. Above the office space is a modular green roof system, representing less than 5% of the total roof area. The original facility building roof was constructed in 2009, with an expansion of the bus storage area on the east side of the facility in 2013 and has a combined roof area of approximately 21,000 sqm. The roof requires extensive rehabilitation to resolve leaks, deteriorated roofing components, and to meet the expected service life of up to 30 years. An engineering consultant was engaged to complete a detailed assessment of the roof membrane and provide remediation recommendations; findings include water infiltration in the roof insulation, tenting which restricts drainage in some locations, exposure of the steel building structure to wet conditions and reported system leaks of the green roof irrigation system. There is also evidence where roof areas at the facility that have received remediation work in the past to repair or patch failed occurrences. Test cuts confirmed occurrence of water infiltration several areas across all roof sections. Several options for remediation were assessed, due to incurred moisture in the insulation repair to add a membrane overlay is not feasible and given the extent of confirmed insulation replacement required across the roof, it would be more economically efficient to complete a full replacement as opposed to localized repairs. The assessment also reviewed the variance in the life expectancy of the TPO roofing system and attributed premature failures to factors such as quality of installation, protective measures and protocols, maintenance regime etc. The Civil Engineering Assurance team is developing a roof engineering standard to further define requirements for future roofing designs and materials, this would address the experienced premature failures and the overall shorter expected service life. The recommended option is to complete a full replacement with a conventional two-ply modified bitumen roof, to mitigate the failures identified with the TPO roof and to achieve a longer service life than single ply membranes. The modified bitumen roof will also provide better slip resistance and available options of the granules for the cap sheet make it possible to achieve a high solar reflectance index, to meet Metrolinx's Sustainable Design Standard. The green roof system requires replacement to facilitate the installation of a new irrigation system and drainage centres. Furthermore, repair to the flashing and perimeter elements are recommended to ensure positive drainage and leak prevention is established. Delay of the required SoGR work will lead to damage to room interiors of the facility building, further degradation of the asset, closure of the asset, increased operation and maintenance expenses, and reputational risk. Neglecting the TPO roof membrane asset could lead to further failure of the membrane resulting in property damage and potential injury. The mid-life intervention is needed to achieve the target service life. If no mid-life intervention is implemented, the roof at the facility will have a service life of 15 years. The recommended roof replacement will extend the assets useful life from 15 years to up to 30 years. Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
