The Orange County Water Authority (OCWA) seeks proposals from contractors to provide leak detection services on behalf of a select group of municipal water suppliers throughout Orange County, NY. Leak detection for approximately 500 to 700+ miles of water mains is anticipated. A single contractor will be retained by the OCWA. Work is expected to be completed by the end of this year. The project will commence within 30 days of contract execution and continue until all surveys are completed, but not to exceed December 31, 2025 unless factors beyond the control of the contractor hinder progress (weather etc.). Task 1 - Meetings with Municipal Officials and Water Operators The contractor will meet with each participating municipality's water system operator before engaging in any work on a water supply system. Each municipality shall provide the contractor with a map of their water supply system. The contractor and water operator will set the schedule for work to be performed during the contract period so the municipality can arrange to have at least one (1) staff person present during survey work if desired. Task 2 - Leak Detection Surveys Based on water system maps and/or street maps provided by the municipalities, the contractor shall conduct leak detection surveys in designated municipal water supply systems throughout Orange County, NY. The contractor shall use state-of-the-art equipment and methods specifically designed to detect and pinpoint leaks within the water mains, valves, and hydrants in the study communities. The contractor is responsible for providing all equipment, manpower, materials, and transportation required to conduct accurate leak detection surveys. Task 3 - Identification of Leaks The contractor shall document and report each leak that is discovered in the following manner: o Assign each leak an identification number o Document the physical location of each leak on a diagram by recording the X and Y coordinates as determined by a handheld GPS device. o Estimate the volume of water lost at the leak location in gallons per day (gpd) and record it on the diagram o Mark the location of the leak in the field with a wooden stake marked with the leak identification number and date in permanent ink. Promptly notify the municipal water system operator (if they are not present) when a leak is detected - document when and who was notified of any leaks Task 4 - Monthly Progress Report and Final Report of Findings The contractor shall submit (by email) a monthly progress report to the OCWA Administrator that should include the following information: o Date(s) and name(s) of municipalities surveyed o Mileage surveyed and percentage of completion in each community o Number of leaks detected and volume of leaks in gallons per day (gpd) o A summary of how work is going including any notes of importance, problems, discussions and so on. The contractor will submit a final report to OCWA in Word format within 30 days after completion of all survey work, even if no leaks were found. The report shall include the following information: o Project overview (no more than 2 pages) including an overview explaining what leak detection is, benefits of doing such work, a brief description of your company and the work you do (if desired), and a recap of overall findings including: Total mileage of mains surveyed, number of leaks detected, and total gallons per day (gpd) lost o Separate summary sheets for each municipality including the following information: A narrative statement that includes recommendations and observations for each community specific to the community's water system. Spreadsheet including information listed above (miles surveyed, precise locations of each leak found with gallons lost per day). The individual leak diagrams are indexed to the spreadsheet by leak ID number. A map of the community water system (no larger than 11"x17") clearly marking the locations of leaks, ID numbers, and volume of each leak detected
