The County Commission of Buchanan County, Missouri, hereby advertises for proposals on the following to wit: Furnish & Install Above Ground Fuel Storage Tank - LEC Maintenance Department All proposals must be on said forms. Provisions of House Bill No. 294 of the Sixty-Ninth General Assembly apply to this project, and the prevailing hourly rate of wages in the locality for each craft and type of workmen needed to execute the contract, also the general prevailing wage rates for legal holiday and overtime work are shown in Annual Wage Order No. 31, Section 011 for Buchanan County issued by the Missouri Division of Labor Standards, Wage and Hour Section, Missouri Department of Labor and Industrial Relations of the State of Missouri, a certified copy of which is on file in the office of the Owner and which is incorporated into and made a part of this specification. The County Commission of Buchanan County, Missouri, reserves the right to reject any or all proposals, to waive any irregularities, and to accept the lowest and best response. In accordance with RSMo 34.042.2 (3), the proposals shall be opened in a manner to avoid disclosure of contents of competing vendors during the process of negotiation. Only the names of the submitting institutions will be read. 1. Furnish, Deliver and Install one new 4,000-gallon diesel, double-walled fuel tank above ground 2. Furnish, Deliver and Install two diesel fuel pumps that are alternating 3. Furnish, Deliver and Install one new monitoring system for the fuel tank; monitoring equipment to be in the boiler room where the old monitoring equipment is located 4. All electrical and all monitoring devices and all miscellaneous parts that are necessary for operation are to be included in this proposal response 5. A11 piping necessary to tie into existing underground piping to be included in this proposal response; the tie in will be to the generator and the boilers; all piping tie in must meet current EPA, State ofMissouri and local guidelines 6. One concrete slab a minimum of 12" thick is required; size ofthe slab will be determined by the requirements ofthe fuel tank manufacturer 7. Successful vendor must provide a portable fuel tank or fuel truck of a capacity ofleast 1500 gallons to be on site to be hooked up to the generator day tank during construction; this will allow emergency power to be operational at all times, ifneeded; county will provide the fuel; must be tested and operational prior to disconnecting old fuel system 8. Removal of existing 4,000-gallon underground diesel fuel tank, all fuel, monitoring equipment and piping are to be removed. An acceptable option is to leave the existing tank ifit can be drained, cleaned and filled with proper materials to remain buried, per EPA, State ofMissouri and local guidelines. All testing indicates the tank has not/is not leaking. 9. All permits, testing of new equipment are to be done per EPA State and local guidelines; include pertinent guidelines with proposal response 10. There are two possible locations for the new above-ground tank; these will be pointed out at the mandatory pre-proposal meeting 11. Any concrete that is removed or damaged during construction must be replaced with material ofsufficient depth and strength to match existing concrete 12. All existing fuel in die present underground fuel tank must be removed, filtered and tested prior to being placed into the new above ground tank. 13. All work in this project shall meet all EPA, State and local guidelines 14. Any and all materials or equipment required for proper operation ofthis system not specifically listed in these specifications, shall be included in the proposal pricing submitted by the contractor; freight/truck/fuel/disposal charges must be included; these will not be paid separately Scope It is the intent ofthese specifications to describe an Above Ground Fuel Storage Tank in sufficient detail to secure proposals on comparable equipment. All parts not specifically mentioned which are necessary to provide a complete and operational Above Ground Fuel Storage Tank, shall be included in the proposal and shall conform in strength and quality ofmaterial and workmanship to what is generally provided to the industry. All equipment shall be a current model in standard production by die manufacturer. Removal or closing of existing tarde is included.
