Renovation of a mixed-use development in Hampton, Virginia. Conceptual plans call for the renovation of a medical facility.
Paragraph 4(A)(2) which reads: Submissions in Section F shall include no more and no less than five (5) recent and relevant Government and private experience projects similar in size scope and complexity, and experience with the type of projects/competence above. Relevant is defined as those task requirements identified in the attached Statement of Work and this notice. Recent is defined as AE services provided on projects that have ended (construction is complete, or construction was N/A) within the past five (5) s. At least two projects must have been completed by the SDVOSB proposing as Prime for this project; all projects cannot be from standalone subcontractors. Is changed to read: Submissions in Section F shall include no more and no less than five (5) recent and relevant Government and private experience projects similar in size scope and complexity, and experience with the type of projects/competence above. Relevant is defined as those task requirements identified in the attached Statement of Work and this notice. Recent is defined as AE services provided on projects that have ended (design is complete) within the past five (5) s. At least two projects must have been completed by the SDVOSB proposing as Prime for this project; all projects cannot be from standalone subcontractors. Log With our experience on multiple EHRM projects, we feel that we are highly for this project. However, we feel the requirement for projects to be 100% construction complete limits our ability to showcase our specialized expertise. Considering the EHRM Program is still fairly new and the majority of EHRM projects are not yet complete with construction, would the VA consider removing the requirement for projects to be construction complete VA Response: Requirement has been updated to design complete. P see the above language. For the Professional Qualifications requirement to include documentation that demonstrates we ve discussed this opportunity with each subcontractor, and they ve agreed to submitting a Part II, will the inclusion of their signed Part II cover this requirement If not, can the VA p clarify what documentation in particular they want to see here VA Response:A P follow guidance in the professional qualification s selection criteria issued out in the request for SF330s Page 12 states that each page of the SF 330 must be in black ink (no gray, no colors). The restriction to black ink and no gray shading limits our ability to emphasize key information via charts and graphs in Section H. Would the VA consider allowing gray ink for graphics in Section H VA Response: No. All ink must be black. In the submission requirements, you state we can only use the forms from GSA.gov.A As you are aware, these forms are very cumbersome to use with no ability to expand the boxes, and not able to jump to the next page in section H.A Because of this, most companies have created their own version of this form.A If we follow all of the requirements stated in the solicitation regarding color, font, spacing, and margins, can we use a modified version of this formA A VA Response: Yes as long as it is in the GSA SF330 format. You have requested proof of a PPQ request if a completed PPQ was not received.A Can you expand on what you consider proof VA Response: Date and time the request was made, to whom it was made and a statement from the offeror saying it was not received. You have requested the Section F projects be Construction Complete. As you are aware, there are very few EHRM projects where the construction is complete, and the Construction schedules are multiple s.A Would you consider design complete for this requirement to allow projectsA that are relevant to this scope of work VA Response: Requirement has been updated to design complete. P see the above language. The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
