Site work and renovation of a mixed-use development in Gulfport, Mississippi. Completed plans call for the renovation of a transportation facility; and for site work for a water / sewer project.
TERMINAL IMPROVEMENTS PROJECT The work will take place at the Gulfport Biloxi International Airport and is generally described as follows: a. Demolition and replacement of existing main electrical switchboard MSB installed in 1981 and its feeder, and transformer "T-DP" also installed in 1981. b. Demolition and replacement of existing chiller plant, chillers, cooling towers, pumps, etc. and BAS front end. Open protocol BAS to include new DDC controls for chiller plant, computer server with cybersecure front end software, including chiller plant optimization software. Work also includes demolition of pumps in the Mechanical Penthouse. c. Demolition and replacement of the sanitary sewer drain piping serving the 2nd floor food services area below the floor. This work will involve removal and replacement of specific gypsum board ceilings and acoustical ceiling tiles on the first floor to access the above ceiling piping. d. Demolition and replacement of the existing fire alarm equipment with nonproprietary Notifier direct components. e. Repair of an under-slab cleanout which includes removal of a portion of concrete slab to expose the broken cleanout, replacement of the damaged section of pipe, install new cleanout, backfill and compact fill and new concrete slab. Also included is new vinyl composition floor tile. Demolition and replacement of ceilings are Alternates: i. Alternate #1: First floor Ceiling at Entry Lobby/Circulation (three separate areas totaling +/- 4120SF Removal of existing TechStyle fabric panels and suspension system and replacement with new acoustical ceiling tile and suspension system that closely resembles the layout of the existing ceiling and grid being demolished. All existing ceiling mounted devices, including light fixtures, HVAC diffusers, speakers, strobes, horns, sprinkler heads/concealed cover plates are to remain and stay operational during construction and are to be reinstalled in the new ceiling in approximately the same location. Temporarily support all existing ceiling mounted devices until they can be reinstalled in new ceiling. ii. Alternate #2: Second floor ceiling (area totaling +/- 1280SF Removal of existing TechStyle fabric panels and suspension system and replacement with new seamless acoustical panel ceiling and suspension system. Existing light fixtures, HVAC diffusers and 16 sprinkler heads with concealed covers will be removed and replaced with new. It is expected that all 16 sprinkler heads will need new flexible sprinkler hoses to reach the new location shown on the drawings. This alternate shall include removing and replacing the existing flexible sprinkler hose at 16 locations with new. iii. All existing ceiling mounted devices, including speakers, strobes, horns, sprinkler heads are to remain operational during construction and are to be reinstalled in the new ceiling. Existing sprinkler heads and covers shall be replaced and relocated as shown on the New Work drawings. Other ceiling mounted devices shall be relocated as shown and will require extensions of low-voltage wiring. Provide temporary lighting as required until new lighting can be installed. Temporarily support all existing ceiling mounted devices until they can be reinstalled in new ceiling. iii. Alternate #3: First floor Ceiling at Entry Lobby/Circulation (three separate areas totaling +/- 4120SF Removal of existing TechStyle fabric panels and suspension system and replacement with new acoustical ceiling tile and suspension system. Existing light fixtures, HVAC diffusers and 56 sprinkler heads with concealed covers will be removed and replaced with new. It is expected that all 56 sprinkler heads will need new flexible sprinkler hoses to reach the new location shown on the drawings. This alternate shall include removing and replacing the existing flexible sprinkler hose at 56 locations with new. All existing ceiling mounted devices, including speakers, strobes, horns, sprinkler heads are to remain operational during construction and are to be reinstalled in the new ceiling. Existing sprinkler heads and covers shall be replaced and relocated as shown on the New Work drawings. Temporarily support all existing ceiling mounted devices until they can be reinstalled in new ceiling. . Other ceiling mounted devices shall be relocated as shown and will require extensions of low-voltage wiring. Provide temporary lighting as required until new lighting can be installed. Temporarily support all existing ceiling mounted devices until they can be reinstalled in new ceiling. The total contract time for the base bid is 365 consecutive calendar days. Liquidated damages in the amount of $500.00 per calendar day will be assessed for each calendar day thereafter. Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract. If the bid is being submitted electronically, originals of the bid bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached, a cashiers check or certified check for five (5%) percent of bid, payable to the Owner must be delivered to the Gulfport-Biloxi Regional Airport Authority within forty-eight (48) hours of the bid opening time and date. The DBE participation goal for this contract is 13.81%. The bidder (proposer) will be required to submit information concerning the DBEs that will participate in this contract (subcontract). The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract (subcontract). If the bidder fails to achieve the contract goal as stated herein, the bidder must include documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive. The Gulfport-Biloxi Regional Airport Authority reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
