The City of Manteca (City) is soliciting proposals for on-call civil improvement plan check services. Selection will be based on qualifications only. The City will negotiate with the highest ranked firm for scope and fee. II. PROJECT AND SERVICES DESCRIPTION A. PROJECT DESCRIPTION Provide professional civil engineering services for plan checking new development improvement plans involving street improvements, striping, sewer, water, storm drainage, grading, street lighting layouts, and general engineering tasks. The term of this contract will be two years. B. SERVICES Services are anticipated to generally include, but are not limited to, plan check services and associated calculations and review. C. DBE GOAL There is no DBE goal for this project. III. SCOPE OF SERVICES The following summary of the scope of services is not inclusive and is only intended to be used as an indication of the minimum services to be provided. It is the City's expectation that the Consultant shall include in their proposal all work necessary for providing the on-call plan check services, and no future contract amendments are anticipated. Administrative/General Services 1. Attend review and coordination meetings (via phone or web meetings) with City staff as needed. 2. Be available to discuss plan review comments (via phone or web meetings) with City staff and/or applicants who have questions about comments and revisions provided and answer technical questions. 3. The initial check for all commercial, industrial, and residential plans shall be completed within 30 business days of issuance. Subsequent checks for all commercial, industrial, and residential plans shall be completed within 15 business days of issuance. 4. Provide plan review comments, revisions, edits, and approvals electronically. 5. Provide monthly invoices which clearly indicate the service provided (invoice number, project address and/or type of service, applicable billing units, hours involved, and names who provided the service). Improvement Plan Review 1. Consultant shall conduct each plan review in a timely manner and within time-frame guidelines agreed upon. Upon completion of each plan review, the consultant shall return the reviewed documents to the City and provide an electronic copy of the plan review comments. 2. Review rough and fine grading plans. 3. Review civil plans and associated general and construction notes including sewer, water and storm drain lines, water quality control measures and required utility easements to ensure compliance with City Standards and Specifications, Master Plans, and other applicable standards and requirements. 4. Review erosion and sediment control plans. 5. Determine if the project is located in a FEMA designated floodplain and provide comments to ensure compliance with the City's flood plain codes and FEMA regulations. 6. Review of all reports including but not limited to geotechnical reports, hydrology reports, photometric reports, stormwater compliance studies, sewer hydraulic reports, and water/stormwater hydraulic reports. 7. Review additional plans, as necessary, including traffic signal plans, utility plans, joint trench plans, and photometric and electrical plans. 8. Ensure conformance with any existing or pending Final Map, Parcel Map, or Lot Line Adjustment and associated conditions. 9. Review civil plans for code compliant fire department apparatus access and water supply. 10. Ensure project compliance with the City of Manteca Storm Drain Master Plan and Stormwater Post-Construction Stormwater Standards Manual requirements. 11. Review of street improvement plans that include signing and striping plans, traffic signal plans, and street lighting plans. IV. MATERIALS FURNISHED BY CITY All software, data, reports, surveys, drawings, and other documents furnished to the Consultant by City for the Consultant's use in the performance of services shall be made available only for use in performing the assignment and shall remain the property of City. All such materials shall be returned to City upon completion of services, termination of the Agreement, or other such time as City may determine. V. CONTRACT TYPE A "Professional Services" agreement is expected to be issued for providing these services. Compensation to be paid to Consultant per project on an hourly basis, at the billing rates agreed upon, and shall not exceed the agreed upon total contract amount. Any services provided by the Consultant, which are not specifically covered by the Contract, will not be reimbursed. It is the Consultant's responsibility to recognize and notify City when services not covered under the Contract have been requested.
