The County of Madera Public Works Department (Department) is seeking to hire a qualified consultant firm to provide Materials Testing Services for the Road 427 Bridge Replacement at Oak Creek Project in Madera County (Project). The services required consist of Material Quality Assurance Testing for work item acceptance. The consultant should refer to the Caltrans Quality Assurance Program Manual for Use by Local Agencies (2011, dated December 2008), the Caltrans Construction Manual,), the Department's current Quality Assurance Program (Attachment A), the 2023 Caltrans Standard Specifications, and the project special provisions. The project is federally funded through the Highway Bridge Program. The County of Madera Public Works Department (Department) is seeking to hire a qualified consultant firm to provide Materials Testing Services for the Road 427 Bridge Replacement at Oak Creek Project. The services required consist of Materials Testing Services (including testing items during the Source Inspection process). The actual source inspection will be handled by the Construction Management Consultant hired for the project. The Consultant and the Consultant's personnel should be familiar with the type of quality assurance testing required on Transportation projects in accordance with the Madera County QAP, Caltrans Construction Manual and Local Agency Supplement, the Caltrans Local Assistance Procedures Manual, Caltrans Bridge Construction Records and Procedures, the Caltrans Source Inspection Guidelines for Local Agencies Manual (SIGLA), as well as, the County's Quality Assurance Plan (QAP). The projects are federally funded through the Highway Bridge Program. The proposals submitted in response to this RFP will be used as a basis for selecting the Consultant for this project. The Consultant's proposal will be evaluated and ranked according to the criteria provided in Section 5.4 "Evaluation Criteria and Rating Scale," of this RFP. Project Information: The Road 427 Bridge Replacement project is located in Madera County Supervisorial District 5 in the town of Oakhurst, approximately 0.55 miles east of the intersection of Road 426(Crane Valley Road) and Road 427(School Road) in northeast Madera County. The existing Road 427 bridge is structurally deficient with a sufficiency rating of 48.5 per the 2023 Caltrans Bridge Inspection Report. The Bridge Inspection Report shows NBI items #58 (deck), #59(Superstructure), and # 67(structure evaluation rated as a 4 (poor condition). The Bridge deck was chained in September of 2000 and 30% to 40% of the deck surface was found to be unsound. The deck was re-sounded in 2005 and approximately 42% of the deck concrete was unsound. Currently the deck is still delaminating and contains heavy aggregate exposure. The channel had previously eroded, exposing the steel H-piles under the abutments. At an unknown time, the County repaired the damage and poured an extended concrete pile cap to protect the H-piles. The bridge was added to the Highway Bridge Program in 2010 and has gone under numerous design revisions. The County has decided, through the Highway Bridge Program, to reconstruct the bridge to enhance the safety and reliability of the County's Road network for the travelling public. The Project includes the replacement of the existing bridge, constructed in 1975 along Road 427, with a new 56-foot, 4-inch wide, 75-foot-long bridge on the existing alignment. The existing Bridge will be demolished in stages and rebuilt in stages. Road 427 will remain open to one-way reversing traffic during construction, with a use a temporary signal with interconnection to the signal at Road 427 and Indian Springs Road during the first stage of construction. During all other stages of construction there will be two lanes of traffic open. Staged construction was developed to allow a single lane of reversing traffic only during stage one to be completed while school is out for the summer. Road 427 is the main route to Yosemite High School. The remaining stages need to be able to accommodate two lanes of traffic and a pedestrian crossing of Oak Creek Construction will be completed in 5 stages. Demolition will occur in stages 1 through 3. During stage 1 the north half of the bridge will be demolished and rebuilt, and the south half will be temporarily shored to support one lane of traffic. During stage 2 a portion of the south half of the bridge will be removed and reconstructed with two lanes of traffic on the newly constructed north half of the bridge. During stage 2 the contractor will also be relocating an existing Department owned sewer line south of the existing pedestrian bridge. The sewer line will involve the construction of four new manholes, the removal of an existing manhole, and a concrete encasement to cross Oak Creek. During stage 3 the remainder of the bridge and the existing pedestrian bridge will be demolished and there will be two lanes of traffic plus an 8-foot temporary pedestrian path on the newly constructed portions of the bridge. In addition, a closure pour will be placed connecting the stage 1 and stage 2 construction. Stage 4 consists of a 2nd closure pour and sidewalk and barrier construction on the south side the bridge. Stage 5 consists of sidewalk and barrier construction on the north side of the bridge. The replacement bridge has been designed to accommodate clear span Oak Creek and to accommodate the staged construction. The roadway geometrics will be improved by widening the bridge curb to curb width roadway from 30 feet to 40 feet. The bridge will also incorporate sidewalks where none existed before. The new bridge barriers will be compliant with Caltrans MASH standards. The bridge abutments consist of seat type abutments supported on 48" CIDH pile foundations with rock sockets. The proposed bridge superstructure consists of 13 precast prestressed voided slabs with a 7-inch cast in place reinforced concrete topping slab. Closure pours will be used to connect the separate stages of the bridge. The superstructure will be located on a tangent profile grade. Work is anticipated to be performed from June to February and a portion of work will occur during the rainy season. A water diversion is permitted and will be required to work within a dewatered area. The projects will require a risk level 2 SWPPP. The project site encompasses approximately 1.12 acres. The total number of highway construction working days is 170.Throughout the project, continuous monitoring and quality assurance testing will ensure all operations adhere to design specifications, material standards, and performance expectations. This will include verifying subgrade conditions, and all quality assurance testing required for concrete structures, hot mix asphalt, aggregate base, rebar, and earthwork is completed. The Department opened construction bids on March 26th, 2025, the apparent lower bidder is Agee Construction and construction is scheduled to begin in June 2025.
