The Georgia State Financing and Investment Commission (GSFIC), as Owner, on behalf the Board of Regents of the University System of Georgia is seeking firms interested in providing building commissioning services for a project known as Project No. J-429, Science and Ag Hill Phase III, PSC Building #1013 Renovation Phase 2 at The University of Georgia located in Athens, Georgia. The Georgia State Financing and Investment Commission (GSFIC), as "Owner", on behalf the Board of Regents of the University System of Georgia ("Using Agency" or 'BOR''), is seeking firms interested in providing building commissioning services for a project known as Project No. J-429, Science and Ag Hill Phase III, PSC Building #1013 Renovation Phase 2 at The University of Georgia located in Athens, Georgia. 1. GENERAL PROJECT INFORMATION Project Description The building #1013 Renovations will support comprehensive renewal efforts within the c. 1959 former Poultry Science Building, currently known as Building #1013 following relocation of the Poultry Science Department to the new Poultry Science Building. The north wing is anticipated to be renovated for research programs in the Institute of Integrative Precision Agriculture and the south wing will be renovated as an instructional hub. Building system replacements and code-oriented upgrades will advance reuse of this mid century science facility for these renovated purposes. Provision of active learning classrooms and collaborative study spaces is a key anticipated programmatic element, advancing the university's 2025 Strategic Plan goal to "enhance infrastructure and support for evidence-based teaching methods across the curriculum." As a component of the University of Georgia's larger strategic Science and Ag Hill Modernization efforts, the full renovation will enable greater efficiencies in space assignments and contribute to further renewal opportunities in facilities to be vacated with its completion. The Phase 1 project will renovate an approximate 15,500 GSF ground-floor portion of the south wing and includes 24 seat and 35 seat active learning classrooms and collaborative student spaces, study rooms, and support offices. Construction is scheduled to begin summer 2024 and to be complete for classes fall 2025. The Phase 1 scope includes a new two-sided elevator with stops to all the floors, a new building transformer, and electrical switchboard for the entire building. The Phase 2 project, approximately 49,650 GSF, will renovate spaces not captured in Phase 1. The remaining south wing areas will provide active learning classrooms of various sizes, collaborative student spaces and study rooms. The north wing will be renovated for flexible modernized research space for programs in the Institute of Integrative Precision Agriculture. This is anticipated to be primarily computational labs with associated graduate student open office write up stations, research faculty offices and conference rooms. There may be some limited wet lab space on the 3rd floor of the north wing. Primary scope components include core mechanical, electrical, and plumbing systems renewal and upgrades to life safety and accessibility-related building deficiencies. Project Delivery Method The delivery method for this Project will be construction manager at-risk (CM/GC), and, at a minimum, will employ the services of a Design Professional and a Commissioning Agent, in addition to the services of a CM/GC. Project Budget The preliminary Stated Cost Limitation (SCL) or construction cost of the Project is estimated at $25,300,000. The final SCL may be revised by the Owner due to final programmatic requirements, funding availability or other circumstances. Project Schedule The CxA's services are anticipated to commence in Spring of 2025. (Note: All of the dates indicated in this section are estimates and as such are subject to change.) Sustainable Approach The project will incorporate the requirements of the Energy Efficiency & Sustainable Construction Act of 2008 (O.C.G.A. 50-8-18) and it is the desire of the Owner to incorporate sustainable design and construction concepts in the project where feasible to do so. Further, Georgia Peach certification is required with commissioning. Owner's Project Management Program (e-Builder) CxA shall be required to use the Owner's free Project Management Program, E-Builder, for contract administration processes including, but not limited to, Requests for Information, Change Orders, Payment Applications, Notices of Non-Compliance and Incumberance Records.
