Judicial Center Parking Garage Clean & Repair Floor 1-4 Intent to Bid Due Date: Apr 21st 2025, 2:00 PM EDT Background The Marion County Judicial Center Parking Garage is a six story precast concrete structure with double tee floor members. Each floor is approximately 44,388 square feet, with the structure total being approximately 266,328 square feet. This structure utilized double tees with a concrete topping. The ground floor consists of a slab on grade (S.O.G.). The structure was originally built in 1990. Marion County commissioned Finfrock to perform a structural inspection report on 7-17-2019. The repairs to the top floor (Floor 5) were completed in 2021. The repairs to floors 1 through 4 are the subject of this bid and are to be performed on the basis of this report. Additional repairs are to be performed as agreed upon by the contractor and the Marion County Project Manager. Scope of Work The Marion County Facilities Management Department desires to engage a qualified contractor for the repair of the precast parking structure located at 346 NW 2nd St. Ocala, FL 34475. The successful bidder shall provide all supervision, labor, material, equipment, scaffold and forms required to complete repairs to the structure as detailed below. Before repair work begins, Contractor shall thoroughly clean the entire interior of the structure by pressure washing. Once the structure is cleaned, the Contractor shall repair any and all damages to floors 1 through 4 of the structure as detailed in the attached report as follows: Pressure Washing A thorough cleaning of all interior surfaces of the parking garage to include all floors, walls, ceilings, and stairwells by way of pressure washing. Care will be taken to minimize any further damage. Contractor to utilize hydro scrubbers and hand wands or equivalent and used in a manner suggested by the manufacturer of the equipment. Wash water shall be heated sufficiently to remove dirt, debris, and oil from the surface area. A degreaser or mild chemical may be used where necessary. All water will be handled according to the codes and guidelines set forth by EPA. Include the use of stiff bristle brooms, as needed, for degreasing of the parking area including removal of stains, fluids, oil build up and disposal of wastewater. Visually inspect decks for the oil or grease deposits and remove by chemical cleaning with detergents, caustic sodas solution, or trisodium phosphate. Any residue and water to be removed per the zero discharge requirements. All low spots where puddles form must be vacuumed dry to remove any contaminants left by rinsing operation. Contractor must protect all adjacent areas not to be pressure washed by taking appropriate measures. Areas to be protected include: o All electrical boxes, equipment, and buttons, o Landscaping and shrubbery o Windows o Elevators o Carpeting o Fragile Signs that may be damaged by pressure washing Repair Area The entirety of floors 1 through 4 leading to the top floor of the ramp to the 1st covered expansion joint. Please see drawing for approximate demarcation line. Repair Spalling o Chip out hollows o Mechanically remove corrosion/clean steel o Coat freshly cleaned steel with rust inhibitor (Ospho or Facilities approved equivalent) o Patch spall with repair mortar (MasterEmaco N 424 or Facilities approved equivalent) Repair Cracking o Route out cracks and install injection ports every 6 inches o Fill routed cracks with epoxy (Sikadur 35 Hi Mod LV or Facilities approved equivalent) Repair Expansion Joints o Remove old seal and joint filler material o Prepare joint by grinding concrete o Apply self-leveling polyurethane elastomeric sealant (Sikaflex-2C SL or Facilities approved equivalent) o Replace seal with HFR-400 horizontal foam seal with traffic grade silicone face or Facilities approved equivalent Contractor Responsibilities o Obtain and pay for all required permits, testing, and inspections, and make available any inspection certificates and testing reports during the progress of work. o Furnish all materials, equipment and labor necessary to complete this project. o No tools and/or materials shall be left unattended and unsecured at any time. o Perform the operation in a manner not to damage any equipment, remediation system (including piping and wells), structure and/or surrounding areas. Grade and sod any disturbed areas, repair or replace damaged pavement, sidewalk, signs, equipment or structures caused by the operation at no additional cost to the Department. o During all operations, any generated debris shall be contained by the Contractor. All debris shall be removed from the property and disposed of at locations provided by the Contractor, at no additional cost to the Department. Contractor shall dispose of materials, equipment, and debris in compliance with all Federal, State, and Local codes and regulations. o Appropriate screens and barriers will be installed by the Vendor to protect staff and public from construction activities (including excavation), materials, equipment, tools, and debris. o Maintain safe accessibility to the Court House for staff and public at all times. o Perform work in a way not to affect or interrupt the Court's daily operation. o All shutdowns, disconnects, disengaging, or de-energizing of utility services to any Court utility/facility shall be coordinated through Facilities Management. o All work shall be performed under the supervision of a qualified and licensed foreman(s) or supervisor(s). o The Contractor shall at all times, during the progress of the work, have on the worksite as the Contractor's agent, a competent superintendent capable of interpreting the Time to Completion o Substantial Completion - 120 Days from Notice to Proceed o Final Completion - 10 Days beyond Substantial Completion Date
