The City of Whitewater is seeking sealed proposals from established and experienced janitorial and cleaning services firms to manage janitorial operations across city facilities. The selected firm will be responsible for providing all labor, materials, supplies, equipment, and supervision necessary to ensure a high standard of cleanliness and sanitation. The City will provide toilet paper, paper towels, and trash bags; all other necessary supplies and materials shall be furnished by the contractor. Given the size of the facilities, diversity of spaces, variety of cleaning tasks, and the critical nature of operations and equipment, only firms with proven experience in commercial janitorial services will be considered for this contract. This procurement will follow a competitive negotiation process using a Performance-Based Request for Proposal (PBRFP). Performance-based contracting focuses on defining desired outcomes rather than prescribing specific processes, ensuring that the awarded vendor is accountable for meeting the City's cleaning standards efficiently and effectively. The contract will not be awarded based solely on cost. In accordance with the American Bar Association's Model Procurement Code, the evaluation will be based on a best value approach, which may consider factors such as: Price and cost-effectiveness Quality and performance history References and industry reputation Financial stability Ability to successfully meet the City's expectations The goal of this RFP is to select a vendor that offers the best combination of quality, reliability, and cost efficiency to meet the City's janitorial service needs. Question Deadline 04/18/2025 Questions should be submitted via email to the Parks & Recreation Director prior to the tour to allow for thorough analysis before responses are provided. Questions may also be asked during the tour; however, answers given during the tour will not be considered official until they are verified in writing by the Parks & Recreation Director. All official responses will be issued in writing as an addendum and will become part of this RFP.
