Reference Number 0000290969 The RFP is an invitation to submit offers for the Supply of Water Treatment Chemicals and Consultation for Operation and Maintenance Program for Western’s Power Plant (PP), as further described herein. Western will only consider Proposals from financially responsible Proponents presently engaged in the business of providing water treatment chemicals for a large institutional power plant facility. Although this RFP is facilitated specifically for the Power Plant, other Western faculties or departments may be interested in the services offered in the future. As such, it is expected the successful Proponent will provide the services of this RFP to all Western faculties and departments. The successful Proponent will oversee all aspects of the water treatment program for the existing Power Plant equipment and provide consulting services for existing equipment and newly renovated building systems throughout the campus on an “as needed basis. The water treatment program will include preventive maintenance and corrective actions recommendations for all central boiler systems, cooling towers, hot water and chilled water closed loop systems and shall include all chemical products, any required control and feed equipment and professional consulting services on an as needed basis. The expectation is that the successful Proponent will maintain the current level of service. The goals for this servicer are: Maintain the high quality of the water standards in clean heat transfer surfaces which are substantially free of scale, sludge, deposits settling in the bottom of equipment, corrosion and pitting controls, biological disease prevention and services currently in place on all equipment and systems Provide support for both Reverse Osmosis (RO) cleaning, as required Maintain the consistency and reliability within the PP to ensure 100 % uptime Provide monthly service visits (both scheduled and unscheduled) Support the installation of Electric Boilers due for operation in March 2026 – support the cycle chemistry and the review of equipment necessary for operation of same Support the commissioning program for the new electric boilers with respect to Water Treatment Provide evidence that the water treatment program meets the established and proven standards(as requested or needed) Respond to emergency calls the same day and achieve an 8 hour response time Providing consulting services on an as needed basis Identify potential efficiencies and cost savings without compromising the current water standards Provide on-site analyzing equipment and laboratory services Yearly inspections Reporting Provide training to PP staff as required Western has the following registered equipment and systems that are included in the scope of work for this RFP: Power Plant: Five (5) boilers with combined steam output of approximately 410,000 pounds per hour Four (4) chillers with combined output of 7,200 tons Four (4) cooling towers South chilled water system closed loop 130,000 imperial gallons Satellite Plants: Fifteen (15) hot water boilers in five (5) plants Eleven (11) chillers in eight (8) plants Three (3) Humidification Boilers Twenty (20) cooling towers North Chiller Plant: Five (5) chillers with combined output of 6,200 tons Three (3) cooling towers North chilled water system closed loop 40,000 imperial gallons Power Plant Services: Creates and maintains heating and cooling systems used throughout campus Create and distribute steam for cleaning equipment and heating buildings Provide chilled water service for cooling equipment and providing air conditioning to buildings Generate and distribute high-pressure air Chillers, which are located both in the South Plant and in the basement of Natural Sciences building, produce enough capacity to cool about 5,000 homes. The South Plant produces steam used for heating indoor air. In the winter months, the boilers can generate 400,000 pounds of steam an hour to Western buildings and University Hospital. The Power Plant is currently undergoing an expansion that will see the installation of two Resistance Element type boilers each at approximately 20,000 pph Power Plant Personnel PP has 13 Power Plant Operators Current Constraints: The PP provides steam to University Hospital and that portion of the operation is essential for the operation of the hospital The cost and risk to switching to a new service provider Future Considerations Western is changing how the South Chiller Plant operates using the same equipment The boilers are scheduled to have a heat recovery system installed on one of the units These changes may have an impact on the amount of chemicals required The term of the Agreement is to be for a period of five years, with an option in favour of Western to extend the Agreement on the same terms and conditions for an additional term of up to two additional one year terms.
