The City of Huntington Beach is seeking proposals for the replacement of restroom facilities at the Huntington Beach Navigation Center, a 174-bed congregate shelter serving individuals experiencing homelessness. Though the capacity will be reduced to 164 beds in July, the number of facilities needed will stay the same. The current facilities are outdated, inadequate, and do not meet modern hygiene, accessibility, or operational standards. This project aims to install temporary, modern restroom facilities to improve hygiene, accessibility, and the overall quality of life for shelter residents. The Navigation Center, located at 17642 Beach Boulevard, includes a large Sprung Structure for sleeping quarters, portable restroom and shower trailers, and manufactured office, dining, and meeting spaces. These temporary facilities are designed to provide essential services while accommodating the specific needs of the homeless population in Huntington Beach. The restroom replacement must align with this temporary nature, as the City will soon begin construction of a new permanent Navigation Center. Permanent structures cannot be built at this time; therefore, modular, trailer-based, or similar solutions are required. 2. Design and Construction of Temporary Facilities Provision of modular or trailer-based restroom facilities that meet all applicable building codes, health regulations, and ADA (Americans with Disabilities Act) requirements. Facilities must include: o Toilets: At least 12 toilets with proper signage, including ADA-compliant restrooms. A minimum of one (1) ADA-compliant restroom and one generaluse restroom shall be designated as gender-neutral. The remaining restrooms shall be allocated between male and female designations. o Showers: At least 12 showers with hot water capabilities, with four (4) being ADA showers. A minimum of one (1) ADA-compliant shower and one (1) general shower shall be designated as gender-neutral. The remaining showers shall be allocated between male and female designations.
