Reference Number 0000291159 Question Acceptance Deadline 2025/04/21 02:00:00 PM MDT The scope of work for this Project is to provide Engineering Services for the planning and design to supply safe and reliable drinking water and collection of wastewater to Tsuu T’ina Nation as well as provisional Engineering Services for the construction and commissioning of the water distribution and wastewater collection system. The scope includes the development of a Master Water and Wastewater Infrastructure Plan for the East End of the Reserve. This Terms of Reference intends to invite proposals and retain Engineering Services for the completion of the planning for the East End master water and wastewater infrastructure plan and, design and provisional construction for bullhead road water distribution and wastewater collection. This Terms of Reference (TOR) defines the scope of Engineering Services that the Service Provider shall perform for Tsuu T'ina Nation for the Bullhead Road Water Distribution and Wastewater Collection Design and East End Master Water and Wastewater Infrastructure Plan. This Terms of Reference also defines the conditions of the engagement. These Terms of Reference shall be included in the formal Request for Proposal submitted by the band for this service. Selection of the Service Provider will be by a competitive proposal process, as per the tendering policy of ISC, in response to this Terms of Reference. Within a Project Team environment, the Service Provider shall provide Professional Engineering Services to the Nation and will ensure that the Project is completed to the approved design, schedule, budget, and quality. The Service Provider will perform the work outlined in a cost-effective, complete, and professional manner. The Service Provider must furnish everything necessary for undertaking the work and shall not omit any details necessary for its proper performance and completion, even if the specific mention of such details is not made in these Terms of Reference. It is expected that the Service Provider shall employ scientifically defensible, appropriate, and most reliable engineering practices. The Proponent shall submit a Fixed Fee for the Master Water and Waster Infrastructure Plan, Feasibility Study Update, Conceptual and Final Design related to this project. The Proponent shall submit, an estimate for Engineering Services during construction related to the Project. Should funding be approved for the Construction Services portion of the project, the Nation may negotiate with the Service Provider for their services at that time. Note - The contract for the Service Provider for the construction component is provisional and contingent upon future Departmental funding. The Proponent Firm must have a successful record of providing Engineering services to clients related to water distribution and wastewater collection projects to an approved scope of work, schedule, and budget. The Proponent Firm must hold a company Permit to Practice issued by the Association of Professional Engineers and Geoscientists of Alberta. The Individual assigned as the Lead Design Engineer for this work must be registered or licensed to practice engineering with the APEGA and must attend all project meetings. The engineering servicing Contract will be between the Service Provider and Tsuu T'ina Nation. This Terms of Reference and the Firm's proposal shall be a component of the contract and shall govern in the event of discrepancies or conflicts between the two documents. The policy limit shall be no less than Two Million Dollars ($2,000,000) per occurrence. The Owner and their representatives shall be added as an additional insured under this policy for any and all claims arising out of the Service Provider's services. Such general liability insurance shall provide coverage in respect of property damage and/or bodily injury (including death) arising out of any and all Services and shall include property damage if the damaged work or the work out of which the damage arises was performed on behalf of the Service Provider by a subcontractor and shall include bodily injury (including death) if the bodily injury (or death) arises out of work performed on behalf of the Service Provider. Such insurance shall contain a cross-liability endorsement. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
