Bid for a construction project for removal and replacement of concrete sidewalks at various locations throughout the Town of Bloomfield ("Town") between July 1, 2025, and June 30, 2026. Bid Security in the amount of 5 percent (5%) of the Bid must accompany each bid, in accordance with the Bid Instructions and Information. The successful bidder will be required to furnish Performance and Labor and Materials Payment bonds, each in amount equal to 100 percent (100%) of the contract price. Responses to questions will be posted via addendum by Tuesday, April 22nd , 2025, at 4:00 pm EST. Questions submitted after this time will not be accepted. Bidders are requested to limit their communications regarding this invitation to bid to the Purchasing Manager. The Selected Contractor will be responsible for paying prevailing wages, as determined by the Connecticut Department of Labor, and attached hereto, pursuant to CGS 31-53. The Town reserves the right to accept or reject any or all proposal submissions, to waive any technicality in a proposal or portion thereof submitted, to cancel this RFP for any reason, and to accept any proposal deemed to be in the best interest of the Town of Bloomfield. Acceptance/Rejection of Bids The Town of Bloomfield may reject bids which are incomplete, conditional, obscure, contain additions not called for, erasures not properly initialed, or which contain alterations or irregularities of any kind. The Town may rightfully waive informalities. The Purchasing and Risk Manager reserves the right to reject any or all bids; or the bids for any one or more commodities; or contractual services included in any or all bids; and/or to waive any informality in bids; and unless otherwise specified, to buy any part or the whole from one or more bidders when it is to the Town's best interest to do so. The Town also reserves the right to reject any or all bids, or to accept any bid whether the lowest or not, should the Town deem it for their best interest to do so. Determination of the best interests of the Town shall include consideration of active or pending civil litigation between the Town and any contractor (or its subcontractor or supplier) submitting a bid to the Town. 19. Prevailing Wage Rates The Selected Contractor shall pay prevailing wage rates as the estimated cost of the work is anticipated to require prevailing wage rates. Project Location: The work for this contract will be performed throughout the Town during the duration of this contract. The Town will make every attempt to group sidewalks in the same neighborhood wherever possible. Regardless, the Selected Contractor will be compensated at the unit prices contained herein.
