A timeline for the award has not yet been established.** Reference Number 0000383352 The Wayne County Airport Authority (Airport Authority) is soliciting bids from general contractors, construction managers and other businesses that meet the qualifications set forth herein for the purpose of contracting the Executive Terminal Rehabilitation at Detroit Metropolitan Wayne County Airport (DTW). (The Contracts resulting from this solicitation are subject to Airport Authority Prevailing Wages Requirements.) Question Acceptance Deadline 04/25/2025 02:00 PM EDT Questions are submitted online No Buyer Preferences, Guidelines & Requirements Participation Requirements - Small Business Participation General Requirements - Bid Deposit Required - Certified Payroll - FOB Destination - Insurance Required - Local Service Required - Prevailing Wage Required - Safety Standards Plan - Security Badges Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Labor and Materials Bond 100 % SCOPE OF WORK: The successful Bidder (Contractor) will be required to comply with all requirements and provisions of the Project as described and detailed in this RFB (including its attachments), and to complete the Scope of Work upon the receipt of a Notice to Proceed(s) from the Airport Authority. The Contractor must provide any and all labor, materials, equipment, tools, supervision, permit costs, coordination, mobilization, demobilization, delivery charges, insurance, bonds, taxes, costs and other services necessary or required to complete the Work in accordance with the Agreement. An overview summary of the items included in the Scope of Work is as follows: a) Comply with all Airport Authority ordinances, regulations and requirements. b) Take all necessary precautions to keep the premises and equipment free of safety hazards, and comply with any and all federal, state, local laws, as well as acceptable industry practices. c) Locate all existing utilities within the project limits to ensure that those indicated to remain will be avoided and not disturbed. d) Selective demolition of exterior and interior building elements; rehabilitation of brick facade, removal and replacement of HVAC, plumbing, and electrical components; removal and replacement of sections of terrazzo flooring; proposed fixtures and finishes, as indicated in Attachment G - Construction Documents. e) Coordinate final detailing, shop drawings, fabrication and installation of all associated equipment, fixtures, ductwork, conduit, wiring, and all associated structures as indicated in Attachment G - Construction Documents. f) Coordinate final detailing of controls and associated start up and operational sequencing as detailed in the construction documents. g) Provide delegated design of specific components indicated in Attachment G2 - Specifications such as Load Breaks, transformers, and all other associated components required to successfully complete the assigned work. h) Verify proposed power conduit routing and report any obstructions prior to any installation. i) Obtain all Required Permits: The Airport Authority may obtain approvals of the permit applications from the jurisdictional agencies. The successful Bidder will be responsible for obtaining all permits and paying for all associated construction permit fees, application fees, inspection fees, bonds, and insurances. The following is a list of the required permits: i) Building Permit - City of Romulus Department of Building & Safety ii) Any other applicable permits required by federal, state and local laws and regulations. j) Comply with the Construction Safety Phasing Plan included within the documents. k) Written Site Security Program: The Contractor will be required to comply with all security requirements. Refer to the Attachment I - Construction Documents, including Specification SP-20 - Airport Security Requirements for additional requirements. Prior to initiating any construction activity on the site, the Contractor must submit a Written Site Security Program as described in Article 9 of the General Terms and Conditions (Attachment H), for review and approval by the Airport Authority. l) Safety Program: The Contractor will be required to comply with all safety requirements. Refer to the Attachment I - Construction Documents, including Specification SP-10 - Airport Safety Requirements for additional requirements. Prior to beginning construction, the Contractor will be required to develop and submit its written Safety Program AND Site Specific Safety Plan to the Airport Authority for review and approval; m) Construction and maintenance of temporary construction staging areas. Provide, install and remove all necessary temporary measures within the facilities to prevent access to public during construction. n) Manage the Work as required including: i) Satisfy documentation requirements as required in the Attachment H, including but not limited to the monthly submittal of detailed progress reports and progress schedule updates to the satisfaction of the Engineer and Airport Authority Project Manager. ii) Manage the Work, the Contractor's staff, and all subcontractors to the satisfaction of the Engineer and Airport Authority Project Manager. o) The contractor is responsible for ensuring all roads, airfield, and airspace are always kept free of dust and debris at all times p) Provide all temporary utilities, site offices and site management necessary to perform the work as described q) Coordination of Work with all other contractors working within the construction influence area. r) The Contractor will be required to complete the work in accordance with the durations and Substantial Completion dates listed in Section 4.5(f) - Substantial Completion of Construction. 2) COORDINATION OF WORK: The Contractor(s) are required to coordinate their work accomplishment with the Airport Authority, Project Management representatives in the scheduling and performance of each phase as outlined for this project. Additionally, the Contractor is required to coordinate all work with other construction or maintenance activities in the immediate vicinity of this project. Such as 1- Brand consolidation for Car rental facilities 2- Executive terminal Civil work. 3- Burton Drive development
