The City of Salisbury hereby requests qualified firms to submit Statements of Qualifications for "OnCall Urban Design and Planning Services" to be completed in partnership with City staff on long range planning projects and text amendments to the Land Development Ordinance. The Planning and Neighborhoods Department of the City of Salisbury (COS) is charged with comprehensive planning, small area planning, urban design, historic preservation, public art, as well as housing and community development. Urban Design, architectural and planning services are needed to illustrate a vision for selected areas in conjunction with the South Main Area Plan and other corridor or small area studies. Requests may include creation of renderings demonstrating different development characters, conceptual site plans for public spaces, and development of models to illustrate and test-fit proposed development regulations. Materials will be used by the Planning and Neighborhoods Department for the purposes of community engagement and may be used in the planning documents. Scope of Services On-call services to assist with a variety of long-range planning projects which could include but may not be limited to: o Provide concept level site planning and architectural design for potential redevelopment sites and other locations as identified by the City. May include renderings and conceptual site plans for public space/ROW improvements. o Evaluate and advise on proposed code amendments related to land planning, urban design and architectural standards. Develop 3D models to demonstrate development regulation scenarios o Educate staff on best practice architecture and urban design principles and emerging building materials and techniques. o Curate a virtual catalog of inspirational guidance for use by staff in communicating with developers and the public about the built environment. The firm is expected to work closely with City staff with availability for in person or virtual meetings as needed. The engagement is expected to be approximately 12 weeks.
