As of October 3, 2025, per the owner, this project is in the design phase, with design being completed in-house. The project is anticipated to go out for bidding in November 2025, with construction commencing in March 2026. ................................................ The scope of work is to provide specialized pavement engineering and design services, and professional support services during the bid and construction phases of the 2026 Pavement Overlay and Resurfacing (CI 5735) and Slurry Program (MI 2661). Based on the preliminary evaluation, the project may consist of approx. 7.7 miles of arterial overlay, approx. 7.4 miles of residential overlay and Thin Maintenance overlay (TMO), approx. 2 miles of Reclaimed Asphalt Pavement (RAP) micro-surfacing, and approx. 36.2 miles of Type II - Rubberized Emulsion Aggregate Slurry (REAS) (see Attachment A, Preliminary Map and List of Streets). The City is in the of process finalizing the preliminary design work, and will compile the final plans, specifications, and estimate for the project. The consultant will provide services in support of the City staff as outlined in the scope of work. The 2026 Pavement Overlay (CI 5735) and Slurry Program (MI 2661) will bid separately. Therefore, two construction contracts will be issued. Construction contracts are expected to bid and be awarded in Winter 2026. The ideal consultant will have at least 10 years of project experience with municipal agencies working on both ARHM overlay, TMO, Micro-Surfacing and Slurry Seal work described herein. Question Submission Deadline: May 1, 2025, 3:00pm Completion of Proposal Evaluations: May 16, 2025 Contract Negotiations: May 19, 2025, 7:30am Award Agreement: June 24, 2025 Complete Design Phase: September 19, 2025 Proposals will not be opened publicly, and the City will endeavor to keep such confidential until a preferred service provider is recommended. Proposals must be submitted by Proposer's authorized representative. Proposals must bear original signatures and figures prior to being scanned/uploaded. No Pre-Proposal Meeting Proposers should note that the City desires and expects your Proposal to include those tasks and services that you believe may be required to complete the Scope of Work, based on your firm's expertise and prior experience. Prepare a proposal to City of Thousand Oaks. The proposal shall address all tasks outlined below, and any additional tasks you believe are necessary, and your approach to accomplishing the same. Include meetings with key officials, stakeholders and expected number of presentations. Include a timeline and a fee proposal that describes the process and key milestones for completing the project on time and within budget. Reports, memoranda, and other documents furnished under this Scope of Work will be of a quality acceptable to the City. Deliverables must: be of neat appearance, complete, accurate, as error-free as possible, organized and technically and grammatically correct, reflect the incorporation of City and other agency review comments, and be checked to meet all of the contract requirements. Optional/Additional Scope - The Consultant shall list all other sub-tasks deemed necessary for successful completion of the project. This shall be broken down into sub-tasks, as appropriate, and the Consultant's fee proposal should reflect the corresponding costs. 4.1. Scope of work Task 1 - Pavement Engineering and Design Task 1.1 - Street Selection Review and Treatment Recommendation The Consultant shall review, analyze, and evaluate the City's preliminary list of recommended street segments and proposed pavement treatments as shown in Attachment A. The Consultant shall reference the 2026 Pavement Management Program (PMP) Report, provided in Attachment B as a reference document, to confirm consistency with the City's overall pavement preservation strategy, validate treatment types, and assess the appropriateness of candidate streets. Based on this evaluation, the Consultant shall prepare a technical memorandum summarizing the final selection of streets and corresponding rehabilitation and preservation treatments for City review. Consultants are encouraged to propose optional services that may enhance or support the street selection and treatment evaluation process, including but not limited to deflection testing, asphalt coring, or other methods to verify asphalt layer thickness and evaluate base and subgrade support characteristics (e.g., R-value or Structural Equivalency [SE] verification). The City reserves the right to include any such optional services in the final scope of work at its discretion. Task 1.2 Provide striping plans for scope of work and locations described in Attachment C. Milestone 1. Tasks 1.1 to 1.2 Preliminary Design shall be submitted by August 1, 2025 for the City review and comments. The consultant shall provide the City with sufficient documentation of street condition, treatment selection, and striping plans. Task 1.3 Provide the final draft of documents in Milestone 1 incorporating City's Preliminary Design review comments and related technical specifications . Task 1.4 - Chip Seal & Slurry Evaluation The Consultant shall evaluate the feasibility of incorporating chip seal as a potential pavement preservation treatment within the City's 2026 Pavement Program. The evaluation shall consider the suitability of chip seal for various roadway classifications, pavement conditions, and traffic patterns, as well as its compatibility with the City's long-term pavement strategy. The Consultant shall identify candidate locations for potential pilot use and assess the cost-effectiveness of this treatment relative to existing strategies. The evaluation shall also consider potential grant opportunities, including eligibility under the CalRecycle Rubberized Pavement Grant Program. In addition, the Consultant shall perform an engineering analysis comparing Rubberized Emulsion Aggregate Slurry (REAS) to conventional slurry seal. This comparison shall include, but not be limited to, performance expectations, life-cycle cost, construction considerations, and sustainability factors (e.g., recycled content). The Consultant shall provide recommendations on whether the City's standard specifications should be updated to allow the use of conventional slurry seal in appropriate applications, or if continued use of REAS is warranted based on performance. Deliverable: A technical memorandum summarizing all findings and recommendations shall be submitted with Milestone 2. Milestone 2. Task 1.3 and 1.4 final draft of documents shall be submitted by August 22, 2025 for the City review and comments. Task 1.4 Prepare the final contract documents incorporating City comments from Milestone 2 including Technical Specifications and striping plans. Milestone 3. The Consultant shall complete Tasks 1.1 to 1.4 by September 19, 2025. City reserves the right to retain all Proposals for a period of Ninety (90) days for examination and comparison. The City of Thousand Oaks may cancel this solicitation at any time. Contract Negotiations - Tuesday, May 19, 2025 City Council Award Agreement - Tuesday, June 24, 2025 Execute Contract and Notice to Proceed - Tuesday, June 30, 2025 Complete Design Work - Monday, September 19, 2025 Complete Construction Phase Work - Wednesday, November 25, 2026 The method of Contractor Selection has not been Determined at this time.
