No definite date for the rebid.** The purpose of this Invitation for Bids (IFB) is for the State of Hawaii, Department of Health - Hawaii District Health Office (HDHO) to enter into an agreement with a licensed contractor for the demolition, removal, and disposal of existing reception area casework, cabinets, and countertops in the Environmental Health Facility, located at 1582 Kamehameha Ave, Hilo, HI 96720 and the design and construction of comparable replacement casework, cabinets and countertops. Contact Person Vegafria, Jacqueline Jean Due date to Submit Questions April 21, 2025 State's Response to Questions April 25, 2025 Contract Start Date June 30, 2025 SCOPE OF WORK All project specifications for the Hawaii District Health Office shall be in accordance with this IFB, including its attachments and any addenda. (1) Work Area a. The work area is in the reception area of the Hilo Environmental Health Services facility. See Exhibit D for photos of the current casework and Exhibit E for a rough sketch of the type of casework and configuration to be reconstructed. b. The work will take place while the building remains occupied. The CONTRACTOR is responsible for ensuring that appropriate signage and barriers are in place to prevent unauthorized entry into the project area by building occupants during the work. c. The CONTRACTOR shall be responsible for confirming measurements and ensuring that the replacement casework is of similar size and that the number of drawers is comparable to what is being replaced, that the electrical connections are compliant with applicable code and are sufficient to accommodate existing electrical needs, and that the quality of fixtures is. (2) Design a. CONTRACTOR shall be responsible for the development of a new reception area consisting of new casework, cabinets, counters, glass enclosure and doorways comparable to existing facilities represented in Exhibit D with features consistent with the representation of the design depicted in Exhibit E. The new design shall include casework with a similar number of drawers and other storage spaces and be of similar dimension to existing casework, factoring in minor adjustments for fit and finish. Approximate dimensions: Casework: 30 ft (L) x 24 ft (W) x 3.5 ft (H) Casework Service Windows: 20 24 inches from the ceiling Service Door: 36 in. x 80 in. Service Counter/Window: 36 in (W) per section ADA Counter: 34 in. (min) 36 in. (max) Knee Space: 4 in. for standard area & 18 in. for ADA area Materials: Casework: Wood/Laminate or Wood/Corian Service Window: Industry Standard Security Glass Service Door: Wood with Metal Frame with Keypad Combo Entry Knob b. CONTRACTOR shall submit design and color selection choices to the State and receive approval from the State prior to ordering. c. STATE reserves the right to make minor changes to the number and types of drawers, cabinets, knee spaces, electrical fixture locations, countertop heights, and other minor details while reviewing the design. d. Finalized design shall be submitted to the STATE within 20 business days of the Notice to Proceed. (3) Demolition a. CONTRACTOR shall fully remove existing casework, cabinets, and countertops. b. Electrical outlets and power strips on or in the countertops or casework shall be removed, replaced, and/or adjusted per the design. CONTRACTOR shall be responsible for disconnecting all electrical and utility fixtures as necessary. c. CONTRACTOR shall be responsible for small repairs in areas where casework and cabinets are removed but not replaced in addition to any minor repairs around the newly installed casework. This includes but is not limited to drywall/hole repair, flowing repairs, properly addressing any removed utilities, and painting. (4) Casework a. CONTRACTOR shall order and deliver new casework, countertops, and required fixtures. b. Prior to installation of casework, CONTRACTOR shall check and verify that no irregularities or defects are present that could affect the quality of execution of the work specified. c. CONTRACTOR shall coordinate with the STATE if there will be any interruptions of utility services for mechanical or electrical connections and other work. d. CONTRACTOR shall be responsible for disconnecting and reconnecting utilities (electrical) as appropriate. e. CONTRACTOR shall install casework: i. Set casework components plumb, square, and straight with no distortion and securely anchor to building structure. Shim as required using concealed shims. ii. Bolt continuous cabinets together with joints flush, tight, and uniform, and with alignment of adjacent units. (5) Countertops a. Where required due to field conditions, CONTRACTOR shall scribe to abutting surfaces. b. Only factory prepared field joints, located per approved designs, shall be permitted. Secure the joints in the field, where practical, in the same manner as in the factory. c. Secure countertops to casework and equipment components with materials and procedures recommended by the manufacturer. 6) Base Boards a. Baseboards located within the surrounding vicinity of the casework are to be addressed as part of the project. This includes the removal, replacement, and/or repainting of the baseboards to ensure that they match the newly designed casework in both style and finish. b. All existing baseboards within the areas surrounding the casework must be carefully removed to avoid damage to the walls and floors. c. If the baseboards are deemed damaged, irreparable or incompatible with the new design, they must be replaced with new baseboards that are consistent with the design, size, and style of the surrounding casework. d. The contractor is responsible for sourcing and installing baseboards that align with the aesthetic and functionality of the newly designed casework. e. Baseboards must be of high-quality material that is durable and compatible with the paint or finish specified from the design. 7) Flooring a. If applicable, CONTRACTOR shall replace flooring material around new casework as necessary to create a continuous surface from the floor that comes up the side of the new casework. New flooring material shall be installed to create a continuous surface. Where new casework is installed abutting a wall that does not have this type of base, the edge of the flooring material shall be sealed
