Through this Request for Proposal (RFP), the Office of Purchasing & Contracting (hereinafter the "State") is seeking to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for designing a new Vermont State Police Field Station in Clarendon, VT. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. The purpose of this project is to design a functioning field station that meets Vermont State Police's needs. The scope of services for this project shall include programming, schematic design, design development, construction documents, bidding and negotiation, and construction administration. Preliminary programming was done to ascertain basic needs, but the consultants will be required to meet with individual user groups to confirm and verify program requirements and get sign-off from the Department of Public Safety (DPS). After the project is awarded, the Department of Buildings and General Services (BGS) will provide .dwg files of the Department of Public Safety (DPS) Facility in Westminster, Vermont for use by the design consultant in developing floor plan and programmatic layouts for the new facility. The State of Vermont owns an 8.35-acre parcel of land on the intersection of US Route 7, VT Route 7B and VT Route 103 in Clarendon, Vermont (known as Pierce's Corner). The site is 5 miles south of Rutland. The parcel is in the Residential & Commercial district which has a maximum building coverage of 50% and a maximum building height of three stories or 35 feet. The parcel is currently undeveloped. The design consultant will be responsible for acquiring requisite federal, state, and local permits including ACT 250. Permitting will need to be addressed at all levels as soon as feasible to facilitate the bid award for construction by spring of 2026. It is expected that an ACT 250 permit will be required. The State anticipates the start date will be August 4, 2025. The substantial completion date will be August 4, 2027 and contract completion date will be August 4, 2028, which includes a one-year warranty period. All communications concerning this RFP are to be addressed in writing to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other individual from the State concerning this RFP is strictly prohibited and may result in disqualification. A non-mandatory bidders' conference will be held remotely at the date and time indicated on the front page of this RFP. Potential bidders who wish to attend the pre-bid meeting must send an e-mail to the State Contact listed on the front page of this RFP with Bidder's firm and contact info and shall then be provided calling details. Question Deadline - 04/16/2025 at 4:30 PM E - Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing no later than the deadline for question indicated on the first page of this RFP. Questions may be e-mailed to the point of contact on the front page of this RFP at online. All emails with questions should include the name of the project in the subject line. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period, a copy of all questions or comments and the State's responses will be posted on the State's web site at online. Every effort will be made to post this information as soon as possible after the question period ends, contingent on the number and complexity of the questions. All information provided by vendors during this process will be public and bidders shall not provide confidential information, except as described. Request For Proposal - RFP - Description: Bids must consist of a single email with a single, digitally searchable PDF attachment containing all components of the bid. Multiple emails and/or multiple attachments will not be accepted. There is an attachment size limit of 40 MB. It is the Bidder's responsibility to compress the PDF file containing its bid if necessary, in order to meet this size limitation. The State of Vermont reserves the right to obtain clarification or additional information necessary to properly evaluate a proposal. Failure of vendor to respond to a request for additional information or clarification could result in rejection of that vendor's proposal. To secure a project that is deemed to be In the best interest of the State, the State reserves the right to accept or reject any and all bids, in whole or in part, with or without cause, and to waive technicalities in submissions. The State also reserves the right to make purchases outside of the awarded contracts where it is deemed in the best interest of the State. The state reserves the right to request BAFOs from only those Bidders that meet the minimum qualification requirements and/or have not been eliminated from consideration during the evaluation process. The method of Contractor Selection has not been Determined at this time.
