. Scope of Work 2.1 Utility Pole Inspections _ Purpose: Conduct visual and physical inspections of utility poles to identify defects, damage, safety issues, and compliance with industry standards and local regulations. The City of Covington's system includes 14,000 poles, of which 2,800 will be required to be inspected annually. _ Tasks: o Test Non-CCA poles and CCA poles older than 30 years utilizing a Resistograph or equivalent resistance-drill technology. CCA poles less than 30 years old will not require Resistograph testing. o Check for pole leaning, rot, cracks, or other physical defects. o Assess pole grounding and connections. o Perform tests for structural integrity. o Document findings with photographs, reports, and recommendations. o Provide maintenance recommendations where needed. o Install pole identification tags (supplied by the owner). 2.2 Pad Mount Transformer Inspections _ Purpose: Inspect pad mount transformers, switchgears and terminating cabinets for safety, functionality, and compliance. The City of Covington has 1800 devices, of which 360 will be required to inspected annually. _ Tasks: o Conduct visual inspections for damage or signs of wear. o Inspect external parts such as doors, covers, and venting systems. o Assess electrical connections and grounding. o Verify pad mount transformer operation and load conditions. o Document findings and provide maintenance recommendations. 2.3 Joint Use Pole Audit _ Purpose: Audit joint-use poles to identify unauthorized attachments or improper usage of utility infrastructure. _ Tasks: o Conduct detailed inspections of joint-use poles and their attachments. o Identify any unauthorized attachments, such as communications cables, streetlights, etc. o Check compliance with industry standards and regulations for joint use. 2.4 NESC Safety Audit _ Review of Electrical Infrastructure: o Evaluate overhead and underground electrical lines, poles, and transformers. o Inspect grounding systems, equipment, and materials used in electrical installations. _ Compliance Evaluation: o Assess compliance with NESC standards for all electrical installations. o Identify any violations or areas of non-compliance. _ Hazard Identification: o Inspect for potential safety hazards such as exposed wires, improper clearances, and equipment malfunctions. o Identify areas for improvement to enhance worker and public safety. _ Reporting and Recommendations: o Provide a detailed report highlighting compliance issues, hazards, and corrective actions. o Offer recommendations for upgrades, repairs, or other corrective measures needed to meet NESC standards. 2.5 Hourly Engineering Services _ Purpose: Provide engineering services to support the analysis, reporting, and resolution of issues related to the City of Covington's distribution system. _ Tasks: o Provide technical expertise for utility pole design, load analysis, and upgrade recommendations. o Offer support for resolving complex technical issues. o Conduct analysis of pole strength, transformer capacity, and other electrical infrastructure. o Provide consultation and project oversight as needed. o Provide detailed coordination study as needed or requested. o Be able to respond quickly to urgent needs. 3. Proposal Requirements Proposals should include the following: 1. Company Profile: A brief description of the company, including history, relevant experience, and qualifications. 2. Approach and Methodology: Detailed explanation of the methods and processes to be used for the inspections, audits, and engineering services. Include any technologies or tools that will be utilized. Include a detailed scope of work and deliverables. 3. Pricing Structure: Detailed cost breakdown for each service, including hourly rates for engineering services, flat rates for inspections, and any additional costs or fees. 4. References: At least three references from similar projects completed within the past 3 years. Municipal experience preferred. 5. Insurance and Certifications: Proof of relevant insurance, licensing, and certifications required for performing the services. 4. Evaluation Criteria Proposals will be evaluated based on the following factors: _ Experience and Qualifications: Demonstrated experience in utility pole inspections, transformer inspections, joint use audits, and engineering services. _ Methodology: Quality and effectiveness of the proposed methodology and approach. _ Cost: Overall cost-effectiveness of the proposal. _ Timeline: Ability to meet proposed timelines. _ References: Positive feedback from prior clients and projects. _ Safety and Compliance: Commitment to safety standards and compliance with industry regulations.
