Venango County is soliciting sealed bids for the Venango Regional Airport Runway 3-21 Rehabilitation located at 1560 Airport Road. All bids shall be accompanied by cash, cashier's check, or bond in the amount of 10% of the bid total. The County reserves the right to reject any or all proposals and to waive any informalities in bidding. Attention is called to the fact that not less than the minimum salaries and wages, as determined by Davis-Bacon, must be paid on the project. This project has DBE participation goal of 5%. DBE firms must be certified with the Pennsylvania Unified Certification Program) (PA UCP). Firms must be certified prior to award of contract. Description. This item of work shall consist of, but is not limited to, work and operations necessary for the movement of personnel, equipment, material and supplies to and from the project site for work on the project except as provided in the contract as separate pay items. This item shall also consist of the Contractor's contingent or incidental expenses in compliance with general provisions, providing contract bonds, complying with all administrative and coordination requirements, construction surveying, flagging and lighting of equipment, and providing other services called for in the Project Manual or indicated on the Drawings and for which no direct payment is allowed. This includes, but is not limited to such activities as: a. Prior to commencement of construction activities the Contractor must post the required posted notices in a weather proof enclosure (as required) in a prominent and accessible place where they may be easily viewed by all employees of the prime Contractor and by all employees of subcontractors engaged by the prime Contractor. These notices must remain posted until final acceptance of the work by the Owner. b. Upon completion of the project, all material or equipment not part of the final project shall be removed. All storage and office areas shall then be regraded, if necessary, and reseeded, at the Contractors expense, to the satisfaction of the Engineer. c. Submission of schedules for construction and continued coordination with the Airport on the closing of runways, taxiways and other airport operational areas. d. Mobilization of equipment. e. Contractor shall provide, maintain, remove and reseed any access roads and haul roads as shown in the Construction Drawings. This work will be incidental to this item if it is not indicated for payment separately on the Plans. f. If night work is required, the Contractor shall supply all lights and other equipment necessary to perform work at night. In addition, this item will cover any extra work required to prepare the construction area so that runways and/or taxiways may be opened each day if required. g. When working near active Airport Pavement Areas, the Contractor shall make provisions to keep these areas clean as specified in Section 4.13 of the Supplementary Conditions. This specifically requires the availability of a power broom or other equipment deemed acceptable to thoroughly clean pavement areas prior to reopening. h. Contractor shall provide construction layout and stakes as specified in General Provision Section 50-06 and shall maintain this stakeout throughout the life of the project. Survey Benchmark information is provided on the Plans and shall be utilized by the Contractor. i. The ground surveys will include establishing one Primary Airport Control System (PACS) monument tied to the National Spatial Reference System (NSRS) in accordance with the guidelines established in Advisory Circulars 150/5300-16A and approved by the National Oceanic and Atmospheric Administration (NOAA), National Geodetic Survey (NGS) Agency. Monuments shall be set in accordance with the requirements outlined in Paragraph 8.6., Mark Setting, of the Advisory Circular. This item shall consist of pavement courses composed of mineral aggregate and asphalt binder mixed in a central mixing plant and placed on a prepared base or stabilized course in accordance with these specifications and shall conform to the lines, grades, thicknesses, and typical cross-sections shown on the plans. Each course shall be constructed to the depth, typical section, and elevation required by the plans and shall be rolled, finished, and approved before the placement of the next course. This item shall consist of the preparation and painting of numbers, markings, and stripes on the surface of runways, taxiways, and aprons, in accordance with these specifications and at the locations shown on the plans, or as directed by the Resident Project Representative (RPR). The terms "paint" and "marking material" as well as "painting" and "application of markings" are interchangeable throughout this specification. Runway 15-33 is currently 7820 feet long, with a 500 foot stopway on the north end. This project will remove the stopway and extend the runway 1000 feet to the north and 500 feet to the south. Finally, the existing portion of the runway will be repaved. The runway 33 glide slope will be relocated. The new runway 33 localizer has already been installed by FAA Technical Operations and only needs to be switched on. Runway 15 is currently served only by a localizer, which will remain in operation as it will be beyond the future RSA. Appropriate NOTAMS will be issued throughout the project.
