The City of Ankeny is seeking proposals from licensed, qualified, and experienced consulting agencies to initiate and complete a federal environmental review for the City's HUD Community Project Fund Grant. DESCRIPTION The City of Ankeny, Iowa, herein referred to as "City", seeks proposals from licensed, qualified and experienced consulting agencies to initiate and complete a federal environmental review for the City's HUD Community Project Fund Grant. Consultant shall have previous experience with federal environmental reviews and with using the HUD Environmental Review Online System (HEROS). The City of Ankeny was awarded a FY 24 HUD Community Project Fund (CPF) grant for "Ankeny NW Irvinedale Elevated Water Storage Tank". The NW Irvinedale Elevated Water Storage Tank is a new 2.5 million-gallon elevated water storage tank currently under construction in the NW quadrant of the city for the purposes of providing additional water storage, and more reliable water pressure and flow for the system. SCOPE OF WORK The successful offer shall initiate and complete, or commission and schedule a sub- consultant to complete, all associated studies, paperwork and other associated tasks needed for a turnkey HUD Part 58 environmental review completed in the HUD Environmental Review Online System (HEROS) and in compliance with HUD's implementing regulations for NEPA under 24 CFR Part 58 and all applicable laws and authorities _ Initiate and perform all services, testing and study requirements needed for the complete review. _ Communicate with City environmental review staff. _ Ensure testing and studies provide adequate information to support compliance determinations in completing the environmental review, and applicable public notices, including the Request for Release of Funds (RROF) process.- 3 The Offeror should include pricing for all services, testing and studies needed to complete the project. DELIVERABLES _ Monthly detailed reports of services, studies, etc. completed, provide status reports to City. _ Completed environmental review submitted and reviewed by the City and HUD Regional Environmental Officer as requested. EXPERIENCE/STAFFING Offeror shall include names, titles, qualifications, degrees, certifications, resumes and licenses of key employees, consultants, and sub-consultants proposed to be involved in the project and with demonstrated experience preparing HUD environmental reviews. Show only experience directly related to their assigned duties under the proposed projects. Show continuing education for assigned staff. Include qualifications of any subcontractors or special consultants to be used for the work in the proposal. REFERENCES References shall be provided for Federal NEPA Environmental Review consulting services with specific experience with HEROS within the past five (5) years.
