The City of Orlando is requesting Bid responses from qualified Bidders to provide Park Identification (ID) and Rule Signs, and installation, for City of Orlando parks. Cut-off date for Questions by Bidder:May 5, 2025, 5:00pm 1) The City of Orlando hereinafter referred to as the "City", is hereby soliciting Bids from qualified Bidders for the fabrication and installation of various signs for the City's Park and Recreational areas per the approved plans and specifications provided in this solicitation. 2) Miscellaneous Sign Updates includes ongoing repair, removal and/or replacement of Parks ID signs, information signs, rules signs, yard signs, and directional signs, within City Parks, on an individual request basis. 4.2. Scope of Work 1) The Contractor shall obtain all necessary permits, fabricate, replace, and install all signs. 2) Traffic Control: All work areas shall not impede pedestrian or vehicular traffic at any time. Orange grid fencing shall be installed around the work area at the end of each day to the satisfaction of the City. 3) The Contractor shall notify all affected utility companies at least 48 hours in advance of excavating near or affecting any of their structures. When any utility service connection must be interrupted, Contractor shall give notices sufficiently in advance to enable the affected persons to provide for their needs. Notices shall conform to any applicable local ordinance and shall include appropriate information concerning the interruption and instructions on how to limit their inconvenience. 4.3. Changes in Scope of Work The City may request changes in the scope of work to be performed. Such changes, including increases or decreases in compensation must be mutually agreed upon and incorporated by written amendment to this contract. 4.4. Qualifications of Bidder 1) Each Bid response should contain evidence of Bidder's qualifications to do business in the State of Florida, or obtain such qualification prior to award of the contract. Bidder should be in the business of fabrication and installation of signs. 4.5. City of Orlando Observed Holidays 1 ) New Year's Day 2) Martin Luther King Jr. Day 3) Memorial Day 4) Juneteenth 5) Independence Day 6) Labor Day 7) Thanksgiving Day 8) Day after Thanksgiving 9) Christmas Eve 10) Christmas Day. The definition of "working days" shall be Monday through Friday, 7:00 a.m. to 5:00 p.m. Approval shall be requested from the Parks Division Representative in advance for work performed outside of these hours. Work performed outside of these hours will not incur extra charges. 4.6. Protection and Restoration of Existing Improvements 1) The Contractor shall be responsible for the following: Protect existing buildings, paving, landscaping, and other services or facilities onsite and adjacent to the site, from damage caused by site work operations and access to the site. The cost of repair and restoration of damaged items shall be at the Contractor's sole expense. Protect and maintain streetlights, utility poles and services, traffic signal control boxes, curb boxes, valves and other services, except items designated for removal. Provide for temporary relocation when required to maintain facilities and services in operation during construction work. 4.7. General 1) Description: A. Provide and install new outdoor parks signage at various park locations in the City of Orlando. The signs to be provided include park ID signs, rule signs, informational signs, playground rules, yard signs, and directional signs. B. The work proposed includes all the necessary materials, equipment, labor, incidentals and related items for fabrication, renovation, and installation of all signs. The fabrication and installation should include all parts, assembly, and installation efforts to provide complete and finished signs. See Exhibit 1 - Park Style Guide and Exhibit 2 - Park Information and Rule Sign Details, for the complete scope of work. Work generally includes but is not limited to: providing shop drawings and proofs for approval, sign fabrication, mobilization, existing vegetation protection, minor clearing and grubbing, minor fine grading, cast in place concrete, transportation, installation, and site cleanup. C. No work shall occur prior to issuance of the notice to proceed from the City of Orlando Representative. The Parks Division may choose to remove landscaping prior to installation of the signs, and requires Five (5) business days' notice prior to installation of Park ID signs. D. The Contractor will control all conditions which may cause adverse responses from patrons or residents. E. Contractor shall provide a safe construction site for all workers and public during project construction. All debris generated by this project is the Contractor's responsibility and shall be promptly removed and legally disposed. 2) Existing Conditions: A. The Contractor shall examine the site to determine existing conditions and extent of work required. The Contractor is responsible for all necessary measurements of the work. Failure of Bidder to visit the site and familiarize themselves with the existing conditions shall in no way relieve them from obligations with respect to their bid or contract. B. The Contractor is responsible for providing utility locates for the installation of all sign footings. 3) Quality Assurance: A. All work performed shall be in accordance with all applicable codes, regulations, ordinances, rules, and regulations of all public, municipal, and local and state jurisdictional codes that have bearing on the project. All products shall be installed per the manufacturer's instructions. B. The Contractor shall thoroughly inspect the site, related work, and notify Parks Division Representative of any conditions adversely affecting the performance of the installation. C. The Contractor shall provide shop drawings and material samples for approval prior to the fabrication of each type of sign, and shall provide proofs for each individual sign for approval by the Parks Division Representative. D. The Contractor shall provide written guarantee covering all materials, labor, equipment and related items in addition to any product and/or manufacturer warranties for a period of one (1) year from Final Acceptance. Any defects that develop within one year from the date of physical completion shall be replaced at the expense of the Contractor. 4.8. Materials 1) General: A. Materials are as specified in the City of Orlando Parks Sign Style Guide, Parks ID Sign Details and Parks Information and Rules Sign Details, or approved equal. If bidding other than the specified material, include descriptive literature with your Bid. It shall be the City of Orlando's sole decision to determine if an item is approved as an equal. 4.9. Execution 1) Site Preparation: A. A pre-construction meeting with the Park Division Representative may be required prior to beginning any work. B. The Contractor shall provide protection of adjacent property and existing work. 2) Layout: A. The Contractor shall coordinate with the City Representative to arrange a final location meeting onsite if requested. B. All renovated, new and replacement signs will be in their existing locations unless otherwise directed by the City Representative. 3) Installation: A. The Contractor shall install all signs per the City of Orlando Parks Sign Style Guide, Parks ID Sign Details and Parks Information and Rules Sign Details and methods indicated in the approved shop drawings and industry standards. B. All care will be taken to prevent damage to parks during installation. Contractor is financially responsible for damages to landscape, irrigation, and sidewalks. The City Representative, in its sole discretion, will determine if the Contractor or in-house staff will make repairs. 4. Clean Up: A. Job site shall be cleaned of all excess materials. All areas impacted by construction shall be restored to its original condition, as determined by the City's Representative, in its sole discretion. 5. Warranty: A. The Contractor warrants that all equipment, materials and workmanship, whether furnished by Bidder or its subcontractor (s), will comply with the City's specifications, drawings and other requirements. Such equipment and materials shall be free from defects, new, and suitable for the purpose for which they are intended. Unless otherwise specified, the awarded Bidder shall fully warrant all equipment and materials furnished hereunder against defect and materials and workmanship for a period of one year from date of delivery and acceptance by the City. Should any defect in materials or workmanship, except ordinary wear and tear, appear during the stated warranty period, the awarded Bidder shall repair or replace the defect at no cost to the City. B. All warranty issues will be resolved within 10 days of reporting. 6. Unsatisfactory Work: A. All unsatisfactory work will be resolved within 10 days of reporting. B. If unsatisfactory work is not resolved within 10 days of reporting, the City may have the work done by others. The total cost of these repairs will be the responsibility of the Contractor.
