Completed plans call for the demolition of a transportation facility; for the construction of a transportation facility; for site work for a transportation facility; and for paving for a transportation facility.

All Interested Agencies, Groups, and Individuals Early notice is being provided that the Marshfield Municipal Airport (Airport) through its Airport Commission, is preparing a documented Categorical Exclusion (CATEX) for the Marshfield Municipal Airport Snow Removal Equipment (SRE) Building Replacement Project for review and determination by the Federal Aviation Administration (FAA) under the National Environmental Policy Act (NEPA). The project is for the replacement of the existing SRE Building at the Marshfield Municipal Airport, located at 93 Old Colony Lane in the Town of Marshfield, Massachusetts with a similarly sized building in the same general location at the Airport. The existing building is aging and in disrepair, has outlived its expected lifespan, and is costly to maintain. The Airport is proposing to demolish the existing building, its foundation, and adjacent connecting pavement to the existing taxilane and to construct a new SRE building, which would be sited to meet the FAA object-free dimension offset from the adjacent taxilane, set back slightly from its current location. The new building will include a new foundation and will be approximately 2,000 square feet in size. In addition, new pavement will be constructed to link the new SRE building to the existing taxilane. The Airport property and project site is located within a 1% Annual Chance Flood Hazard Area, as defined by the Federal Emergency Management Agency (FEMA) (also referred to as the 100-year floodplain). As a result, under the federal Department of Transportation (DOT) Order 5650.2, Floodplain Management and Protection, FAA actions must avoid floodplains if a practicable alternative exists or, if no practicable alternative exists, actions in a floodplain must be designed to minimize adverse impacts to the floodplain's natural and beneficial values. Order 5650.2 also directs agencies to provide the public an opportunity for early public review of any plan or proposal that would encroach on the base floodplain. This ensures the public has an early opportunity to review a proposal in the base floodplain, even if the project does not require an Environmental Impact Statement under NEPA.
