Site work for a civil project in Old Saybrook, Connecticut. Completed plans call for site work for a development; and water / sewer project.

The Project primarily consists of removal of trees and woody vegetation, provide slope protection,grade dam embankment, supplement downstream channel riprap, install concrete entrance structureon existing fish ladder and appurtenant work. Bids will be received for a single prime Contract. Bids shallbe on a lump sum and unit price basis as indicated in the Bid Form. A non-refundable $50 fee to the bidding service is required to submit an electronic Bid. Notify the Issuing Officewith questions in this regard. Digital ID is not required for this online bid.Bidding service homepage.The Issuing Office is the Office of the First Selectman, Old Saybrook Town Hall, 302 Main Street,Old Saybrook, Connecticut (860-395-3123). Bids must be accompanied by a Bid Bond in the amount of five percent of the Bid.The successful Bidder will be required to provide Performance and Payment Bonds each in the amount ofone hundred percent of the Contract Price.The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance withSection 31-51 of the Connecticut General Statutes.The Contract Documents require affirmative action of the Contractor and any subcontractors to ensureequal employment opportunity as noted in Governor's Executive Orders 3 and 17.The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to bepermanently incorporated in the Work. These taxes shall not be included in the Bid.Bid preference for local vendors under Section 5.4 of the Code of the Town of Old Saybrook (Ordinances)applies to this project. For all purchases and contracts subject to the Town's bidding ordinances where thetotal contract price is $1,000,000 or less, any qualified Town-based bidder which has submitted a bid within7.5% of the low bid shall be awarded the bid provided that such Town-based bidder agrees to accept theaward of the bid at the amount of the low bid. If more than one Town-based bidder submits a bid withinthe seven-and-one-half-percent preference differential, the contract shall be awarded to the Town-basedbidder that has submitted the lowest bid, provided that he/she agrees to accept the award at the amountof the low bid as stated above.The bidder agrees that its bid shall be good, capable of being accepted, and may not be withdrawn for aperiod of ninety [90] days after the opening of bids.The Town reserves the right to waive any technical defects in the bids; to reject bids which do not conformto the terms and conditions described in the specifications; to reject any, any part of, or all bids; to waiveinformalities or irregularities in the bidding process; and to accept that bid which the Town deems to be inits best interest, whether or not it is the lowest dollar proposed.All work to be performed in connection with the proposed project will be subject to all applicable federal,state, and local laws, ordinances, and regulations.If the Town determines, in its sole discretion, to proceed with the work, the successful bidder must executeand deliver an Agreement, and furnish valid Certificates of Insurance and Payments and Performance Bondsto the Town prior to the start of any work.It is the responsibility of the bidder to ensure that it has received any and all addendums to this Invitationto Bid prior to submitting a bid.This Invitation to Bid is not binding on the Town.This Invitation to Bid has been prepared solely to solicit bids and does not constitute a contract offer.The Town reserves the right to amend, cancel, postpone, withdraw, or resubmit this Invitation to Bid atany time if it is in the best interest of the Town to do so.The Town is an Affirmative Action/Equal Opportunity Employer.
