The City of Woodstock, Georgia, herein referred to as the City, is accepting bids from qualified contractors for the purpose of securing a company that can provide services for the fire hydrant inspection and testing program for hydrants within The City of Woodstock, GA water infrastructure. The Distribution system has approximately 2,100 fire hydrants inside the City of Woodstock limits. Yearly, all hydrants are to be inspected within the system to include exercising, greasing, cleaning hydrant bodies, inspecting, assessing operating condition, operating isolation valves, flowing until water is clear, painting each hydrant as needed, and flow testing 20% of the overall using the two-hydrant method, hereinafter referred to as the _services_. The services will be awarded in a three (3) consecutive fiscal year Contract with annual renewal options not to exceed five (5) consecutive years. The Distribution system has approximately 2,100 fire hydrants inside the City of Woodstock limits. Yearly, all hydrants are to be inspected within the system to include exercising, greasing, cleaning hydrant bodies, inspecting, assessing operating condition, operating isolation valves, flowing until water is clear, painting each hydrant as needed, and flow testing 20% of the overall using the two-hydrant method, hereinafter referred to as the "services". Inspection / Testing Results to include: d) Date and time of day test conducted e) Hydrant asset number f) Hydrant address/location g) Hydrant make h) Hydrant size i) j) Year of Hydrant Flow (gpm)@ 20 psi k) Static pressure (psig) l) Residual pressure (psig) m) All hydrants tested shall be fully opened/flowing to full capacity. Additional Information / Instruction a) Results provided to be in the form of an Excel spreadsheet and supplied in electronic form as well as entered into a mobile app-based Asset Management Software login will be provided. b) Equipment used to determine static and residual pressures will be Pitot gauge and static pressure hydrant gauges. c) Two hydrants shall be used on the same water main. One for static and one for residual flow. Two individuals will be required to perform the test and obtain the necessary information. One person to read the static gauge on the residual hydrant to obtain residual psig and one person to read the gauge on the Pitot Gauge for each of the flow hydrants to obtain GPM. d) Hydrants are painted based off the GPM flow at 20psi color code: 1500+ BLUE, 1000 1499 GREEN, 500-999 ORANGE, and 1-499 RED. e) Confirm independent hydrant valves are fully opened before beginning test. f) For flow testing purposes, hydrants shall always be opened fully. A discharge diffuser shall be used to prevent damage to private property. g) Once opened and the information obtained the fire hydrant shall be closed slowly to prevent damage to the infrastructure. Any hydrant closed quickly and results in a broken water main will be charged back to the contractor. h) Hydrants shall be opened/closed one at a time. i) j) Hydrants shall be flowed one hydrant at a time. Any damage to private property will be the responsibility of the contractor to correct or make whole. k) All data obtained from the testing will belong to the City of Woodstock and is not available for distribution or sale. l) Locations of hydrants to be tested will be coordinated upon award of bid m) The successful vendor shall follow the AWWA manual for flushing protocol. No exceptions. The contractor shall be responsible for furnishing all materials, labor, and equipment. All inspections and testing for all hydrants must be complete within a calendar year. 2.2 Award and Pricing Information The City intends to award to a single Contractor. The City may award the entire project or portions of the project to a single Contractor. Pricing shall be valid for a period of 60 days after submission date. The Contract will be awarded to the lowest, responsive, responsible Bidder as determined by the review committee and as approved by City Council. The contracted pricing shall be guaranteed for three (3) years. 2.3 Payment to Contractor and Retainage All services must be approved prior to the release of payment. The Contractor shall submit a monthly progress payment request for the completed services. The City shall make a payment to the Contractor on the basis of a duly certified and approved payment for the services performed during the time frame under this contract.
