The City of Chino (City) requests proposals from qualified consultants (Consultant) to conduct the following services: conduct/prepare Project Approval & Environmental Documentation activities (PA&ED); advance the Project through the Environmental Impact Report (EIR) process, coordinate the public outreach process under the California Environmental Quality Act and National Environmental Policy Act (CEQA/NEPA); prepare Plans, Specifications, and Engineer's Estimates (PS&E); coordinate with regulatory agencies; coordinate with the City of Chino, City of Chino Hills, the San Bernardino County Transportation Authority (SBCTA), and the State of California Department of Transportation (Caltrans) in the preparation of the PA&ED and PS&E package for the Pine Avenue Extension Project. In coordination with and support from Chino Hills and SBCTA, the City proposes extending Pine Avenue to connect to State Route 71 (SR-71) from Euclid Avenue. Pine Avenue from SR-71 to El Prado Road would become an urban four-lane-bridge arterial, and the existing Pine Avenue would become a four-lane arterial from El Prado Road to Euclid Avenue (SR-83) within Caltrans, U.S. Army Corps of Engineers (USACE) and the cities of Chino and Chino Hills jurisdictions.
