THIS SOLICITATION IS A REQUEST FOR A QUOTE UNDER FAR PART 13 - SIMPLIFIED ACQUISITION PROCEDURES. Description of Requirement: The objective of this project is to provide and install an ADAS Piezometer at B. Everett Jordan Dam, Moncure, North Carolina. Evaluation and Award: The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. VISIT will be conducted on 29 MAY 2025 at 11:00 AM EST at 2080 JORDAN DAM ROAD, MONCURE, NC 27559. Requests for information or s may not be accepted after this time. Each offeror submit both a PRICE QUOTE and a TECHNICAL PROPOSAL via EMAIL to benjamin.t.rickmanusace.army.mil and jenifer.m.garlandusace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal be received by the closing date and time. GENERAL This statement of work (SOW) establishes requirements for the Contractor to install an Automated Data Acquisition System (ADAS) at B. Everett Jordan Dam to improve the collection and monitoring of piezometric data. The work shall consist of 1) ADAS component acquisition by the Contractor; 2) shallow embankment and roadway trenching (total 160-linear feet) to run conduit encased instrumentation cable; 3) riser improvement on designated piezometers; 4) assembly of twenty-one (21) wireless remote input/output (RIO) units, which will be affixed to steel support poles; 5) installation of thirty (30) vibrating wire transducers (VWT) and connecting them to the nearest RIO units; 6) installation of an ADAS wireless base station (Gateway) and power supply. Contract billing and schedule are provided in Table 1 and Table 2. 1.1 Project Location B. Everett Jordan Dam is located in Chatham County, NC near Moncure, NC. The dam is 113 feet high with a crest elevation of 265.7 feet NAVD88 and has a downstream slope of 2.5H to 1V. Soil on is an engineered-Type B soil as described in Table 25-1, of EM 385-1-1 (March 2024). Soils most likely to be encountered in trenching the downstream embankment slope consist of gravel- to cobble-sized (4.75mm to 300mm) particles of intensely weathered rock (gravellyrocky soils) with some fines. The asphalt parking area consists of typical roadway materials; surface asphalt, compacted aggregate base course (ABC), founded on the granular intensely weathered bedrock material. Within the parking area, the asphalt thickness is 1-1/2 to 2 inches and the Aggregate Base Course (ABC) thickness is 10- inches. Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes--this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn't complete until after the deadline, the submission will be considered late. THE MAGNITUDE OF CONSTRUCTION FOR THIS PROJECT IS BETWEEN 100,000 AND 250,000. *The value for this project is based on a financial range.
