Site work and paving for a mixed-use development in Prospect Heights, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Village of Arlington Heights (Village) invites engineering consulting firms who have experience with Federally funded street reconstruction projects to submit a Statement of Interest/Qualifications for Engineering Services for Phase I Preliminary Engineering, Phase II survey, design and preparation of construction plans, specifications, and contract documents of the "Hintz Road Reconstruction Project", and Phase III Construction Engineering Services. Upon successful completion of Phase I and Phase II, the Village retains the right to hire the selected consultant to conduct Phase III Construction Engineering for the Hintz Rd Reconstruction Project. The Village also retains the right to solicit new proposals for Phase III. BACKGROUND The Village of Arlington Heights, Illinois is located in the northwest suburban area of Chicago. The 2020 census reflected a population of 77,676 residents, occupying a land area of approximately 16 square miles. The Village is a "home-rule" community as provided under the State of Illinois Constitution. Arlington Heights consists primarily of single-family residents; however, the Village is fortunate to also have a strong complement of business and industrial development. PROJECT SCOPE The Hintz Road Improvement Project focuses on enhancing a stretch of Hintz Road approximately 4,700 feet long, a major collector roadway that supports over 14,300 daily commuters. Currently, the roadway is a two-lane urban section with unmarked on-street parking on both sides and a Hot-Mix Asphalt (HMA) surface. It also serves as an existing village bike route from Kennicott Avenue to Highland Avenue. The project aims to improve the driving experience and bike and pedestrian safety by addressing critical infrastructure and pavement issues. From US 12 to the west side of Kennicott Avenue, the pavement will be resurfaced with spot curb and gutter repairs. Key improvements from the west side of Kennicott Avenue to Arlington Heights Road include full-depth removal and reconstruction of the roadway, with a 12-inch aggregate base and 12-inch HMA pavement for a durable, long-lasting surface. Existing curb and gutter will be completely replaced. Full driveway replacements will be performed within the right-of-way, and the stormwater system will be enhanced by replacing lateral storm sewers and curb-line drainage structures. Additionally, streetlight unit ducts and detector loops will be replaced. Watermain replacement will be considered as an alternate in the project, and the consultant will explore various options for both off-street and on-street bicycle facilities. These options will include potential multi-use paths, 8 ft sidewalks, bike lanes, shared lanes, combined bicycle parking lanes, and signed bicycle routes. The goal is to enhance transportation infrastructure, improve safety for all roadway users, and align the project with the Village of Arlington Heights Bicycle and Pedestrian Plan found here. The consultant will thoroughly evaluate these alternatives to determine the most appropriate solutions for the project area. Sidewalk spot repairs and all ADA ramps along the route will be upgraded to ensure compliance with current accessibility standards. Disturbed areas of the right-of-way will be re-sodded. Pavement markings, including bike lanes, will be updated to improve visibility and road layout. Pedestrian signal upgrades will be implemented at Arlington Heights Road to enhance pedestrian safety and provide better crossing opportunities. These upgrades aim to improve safety for all roadway users, enhance the overall driving experience, and ensure compliance with modern infrastructure standards.
