A generalized scope of services for selected consultant(s) may include, but is not limited to, the following: Meet with SAWS engineering staff as required to coordinate the engineering design and schedule of tasks of each identified work order. Provide a proposal for each work order requested by SAWS within five (5) working days of request. If the project is considered urgent then provide the proposal within 24 hours of the request. Coordinate the design of the SAWS project work closely with various local, state, and federal agencies and their consultants as required to successfully complete the design of the requested project. Identify potential conflicts of proposed SAWS infrastructure with each outside agency's existing and proposed infrastructure. Conduct a site visit, or multiple visits as required, to each project location and become familiar with the project and surrounding area. Provide necessary field survey services to determine the existing field conditions including all utilities and relevant surface features. Prepare detailed design plans, cost estimates and specifications for the use in the bidding (if applicable) and construction of the project. Abide by all the latest applicable federal, state, and local rules, regulations, specifications, special specifications, ordinances, codes Texas Commission on Environmental Quality (TCEQ), and any other pertinent governing entity requirements for the development of the design plans and supporting documents. If necessary, identify and prepare survey documents for the acquisition of easements to accommodate the construction of any SAWS infrastructure, which shall bear the seal of a Registered Professional Land Surveyor in the State of Texas. Include recommendations for any anticipated easement acquisitions for permanent and temporary easements. Provide calculations of design in the submittal of plans, as needed. Provide other related services to design, bid, and construction of the project. Provide construction phase engineering services by reviewing shop drawings and material submittals, providing all required construction staking, reviewing, and responding to requests for information, developing change orders, conducting periodic site visits, reviewing, and approving construction pay estimates, reviewing monthly construction schedules, and providing record drawings. Provide professional surveying/potholing services, as required. Provide professional geotechnical services, as required. Provide professional environmental services, as required. Research and identify all necessary permits, construction methods and schedule limitations required from jurisdictional governing agencies, such as City of San Antonio (COSA) Floodplain Development Permit (FPDP), COSA Right of Way (ROW), Texas Department of Transportation (TxDOT), COSA Tree Permit, Bexar County ROW, Union Pacific Railroad, Texas Commission on Environmental Quality (TCEQ), etc. Conduct preliminary geotechnical, environmental, or archeological reviews in order to determine full extent of necessary project requirements, if requested by SAWS. Adhere to the completion of projects on tight schedules for Distribution and Collections (D&C) construction and/or Capital Improvement Project (CIP) implementation. Consultant to review the current market trends and determine if an updated Opinion of Probable Construction Cost (OPCC) is needed prior to the bid opening. The updated OPCC is to be submitted a minimum of one (1) day prior to bid opening. The method of Contractor Selection has not been Determined at this time.
