The Project includes the following Work: Upgrades to the gas produced via OWNER's anaerobic digestion process to produce a product acceptable to Nicor Gas for Renewable Natural Gas. This includes modifications to digester gas piping, replacement of digester gas safety equipment including construction of a new poured-in-place drip trap structure, rehabilitation of the existing gas storage sphere, addition of a pre-procured biogas upgrading system supplied by Unison Solutions, Inc, and a new gas receiving station. The biogas upgrading system consists of two separate skids to be located within Building E, and three separate pairs of media vessels and a glycol chiller to be located outside of Building E. Miscellaneous building improvements in Building E including demolition and replacement of process equipment; piping; electrical; heating, ventilation, and air conditioning equipment and structural improvements. The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder's maximum Bid price. Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the "Prevailing Wage Act") as ascertained by the Illinois Department of Labor for Kendall County, Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act, 30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ a work force that consists of at least 90% Illinois laborers. An "Illinois laborer" is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors. Bidders shall comply with federal wage rates and with federal registered apprenticeship requirements. Bidders shall comply with the President's Executive Order No. 11246, Equal Employment Opportunity as amended. The Fox Metro Water Reclamation District reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days after the time set for receiving Bids. Contract award shall be made based on the lowest responsive and responsible Bidder.
