Renovation of a residential development in Modesto, California. Completed plans call for the renovation of a residential development.

**As of May 22, 2025 this project has been awarded to Garcia Septic + Construction, awarded amount not available.** The Homeowner Repair Assistance Program provides financial and technical assistance to low-and-moderate income households to repair or eliminate critical health and safety hazard conditions in homes and assists persons in making their homes more accessible. Additions and alterations that change conditioned floor area, volume, or changes to building envelope, space conditioning system, water heating system or lighting system, require compliance with adopted Building Energy Efficiency Standards and the adopted Residential Compliance Manuel, Title 24, Part 6, and associated administrative regulations in Part 1. Compliance includes all the adopted and current California Codes, including mandatory and voluntary provisions of the California Green Building Standards Code Chapter 4, (see Chapter 3, Section 301.11 Additions and alterations.) These requirements shall apply only to and/or within the specific area of the addition or alteration; and shall include the replacement of all noncompliant plumbing fixtures with water-conserving plumbing fixtures. Some of the changes may be required to comply of the following: Division 4.1 Planning and Design, Section 4.106.3 Grading and Paving-site grading or drainage systems managing surface water flows; Divisions 4.3 Water Efficiency and Conservation, Section 4.303 Indoor Water Use: Water Closets-1.28 gpm, and shall be certified to the performance criteria of the U.S EPA Water Sense Specification for Tank-type toilets; Urinals-0.5 gpf; Showerheads-2.0 gpm 80 psi, and shall be certified to the performance criteria of the U.S EPA Water Sense Specification for Showerheads, including hand-held shower shall be considered a showerhead; Lavatory Faucets-1.5 ggpm at 60 psi, with a minimum flow rate of 0.8 gpm at 20 psi; Kitchen Faucets-1.8 gpm at 6-psi; Division 4.4 Material Conservation and Resource Efficiency, Section 4.406 Enhanced Durability and Reduced Maintenance. Rodent Proofing-Spaces around pipes, electric cables, conduits or other openings in sole/bottom plates at exterior walls shall be protected against the passage of rodents by closing such openings with cement mortar, concrete masonry or similar method acceptable to the enforcing agency; Section 4.41 Building Maintenance and Operation-at time of final inspection, a manual will be provided to the owner of the following: Operation and Maintenance instructions for all new equipment, fixtures, roof, yard drainage, gutters/downspouts, air filters, including paint colors, floor coverings, warranties, etc.; Division 4.5 Environmental Quality, Section 4.504 Pollutant Control, Section 4.505 Interior Moisture Control, Section 4.506 Indoor Air Quality and Exhaust; Appendix A4: Division A4.2 Energy Efficiency, Section A4.204 Performance Approach for Additions and Alterations: Lighting-high efficacy, vacancy sensor, one switched receptacle: Division A4.3 Water Efficiency and Conservation-faucet, appliances, Division A4.4 Material Conservation and Resource Efficiency-Section A4.403 Foundation Systems, Section A4.404 Efficient Framing Techniques, Section A4.405 Material Sources-utilizing prefinished building materials which do not require additional painting or staining when possible; Section 4.407 Water Resistance and Moisture Management. Adhesive, sealants, and caulks shall comply with VOC limits in Section 4.504.2 and as shown in Tables 4.504.1-3, Table 1 of the ARB Architectural Suggested Control Measure, unless more stringent local limits apply; vinyl and adhesive shall meet the testing and product requirements of Section 4.504, composite wood products shall meet the requirements for formaldehyde as specified in ARB's Air Toxics Control Measure for Composite Wood (17 CCR 93120 et seq., by or before the dates specified in those sections, as shown in Table 4.504.5 as shown in adopted California Green Building Standards Cod, Chapter 4). All work performed for houses built prior to 1978, shall use Lead-Safe Work Practices in Title 24, Part 35.1350, including occupant protection and worksite preparation shall be in accordance with Part 35.1345, and shall reduce lead-contaminated or lead-containing materials during hazard reduction activities of surrounding areas of work area, and leading to and from interior of house; including walkways/steps that lead from the house to the driveway or public sidewalk. Additionally, because there has been no final ban on asbestos in miscellaneous building materials, if renovation may disturb surfaces that are suspect and therefore, will create a minor fiber release episode, according to OSHA Asbestos Standard, thermal system insulation (TSI) and surfacing materials are all presumed to contain asbestos. Occupant protection notification (including hazard communication) must comply with 29 CFR 1910.1001 and 1926.1101. FOR INFORMATION ONLY-THAT MAY APPLY TO THIS PROJECT. 2.2. COVID-19 Requirements Contractor shall abide by State, County and City ordinances, policies and guidelines regarding COVID-19. Awarded Contractor shall provide a COVID-19 Health and Safety Plan that identifies health screening protocol, social distancing requirements, a mask policy and identification of alternate staff in the event a key team member gets sick.
