The City of Orlando's Procurement and Contracts Division, is soliciting proposals for janitorial services for multiple Orlando Police Department (OPD) and Orlando Fire Department (OFD) locations around the Orlando area. The Contract may, by mutual assent of the parties, be extended for two (2) additional twelve (12) month periods or portions thereof, up to a cumulative total of sixty (60) months. The services described herein shall be performed by the Contractor on a regularly scheduled basis as directed by the City, as specified herein at various properties. The personnel who perform these services shall be under the sole responsibility of the Contractor, and shall be competent, experienced, courteous, and be neatly dressed. Personnel shall be supervised at all times. Contractor shall provide a main point of contact to the City. To maintain continuity, the same crew should perform the required maintenance operations throughout the year; this will assure the City that maintenance personnel remain familiar with the maintenance specifications, the site and any changing conditions. Verification of Work must be made by the Contractor and the City daily. Services to be performed at the various locations may include, but not be limited to: All office furniture and equipment dusted, cleaned and polished. Glass entrances and glass partitions. Ashtrays to be emptied and cleaned. Waste containers to be emptied and cleaned with Contractor's-furnished liners. All composition tile and concrete floors are to be swept, damp mopped with germicidal solution, and spray buffed. Dusting of all surfaces. Gym floors shall be vacuumed and then mopped to remove surface dirt. Vacuum all carpeting, including throw rugs at entrances and exits. Spot clean carpet. No push (non-electric) vacuums unless requested in writing to be used in an area. Floors in lobbies, corridors, and snack bars shall be damp mopped and polished. Ground level floor corridors shall be spray buffed. Stoops and entranceways shall be swept and damp mopped with a five (5) foot area surrounding the stoop shall be policed for trash, cigarette butts, etc. Stoop and entranceways shall be kept free of cobwebs, mud daubers and bird nests. Door wells shall be free of debris. All entrance mats shall be cleaned free of soil and grit. Soil and moisture underneath entrance mats shall be removed and mats returned to the original locations. Mats shall be replaced weekly or more often if required. Clean elevators, including floors, doors and vacuum out threshold. Polish all metal. Shower Room Clean and disinfect floors. Wipe and disinfect walls. Polish bright metal work. Clean and remove all hair from the drains. Fill all soap and body wash dispensers. Restrooms All floors shall be swept and damp mopped with germicidal solution. All walls including the stalls shall be cleaned or more often if required. Mirrors shall be cleaned. Polish bright metal work. Clean and sanitize urinals, toilets and wash basins inside and outside. Refill dispensers for toilet tissue, paper towels, soap, etc... Drinking fountains shall be kept free of trash, ink, coffee grounds, etc., and nozzles free from encrustation and wiped down with a multipurpose (disinfectant/deodorizer) cleaner. Stairwells shall be swept and damp mopped. Hand rails shall be cleaned (removing dirt, grease, and fingerprints). All glass exterior doors shall be cleaned. Sweep and remove all trash and debris near or around entrances to maintain a satisfactory appearance. Break Room and Kitchen Areas Clean floors (sweep and damp mop). Clean sink with cleanser. Clean all counter tops. Polish bright metal work. Clean tables and chairs. Policing, picking up and removing from areas inside the building all paper, trash, empty bottles, and other discarded materials; maintaining wall hung and floor type ash receptacles in a neat and presentable condition; picking up and removing from areas inside the building wads of gum, spots of tar, and other foreign substances; tidying up drinking fountains and glass surfaces; mopping up wet areas caused by spillages, accidents or inclement weather. All furniture required to be polished must be cleaned of spots and stains. At Fire Station #1 (Only) - Behind the reception desk the inbox shelves shall be dusted. At Fire Station #1 (Only) - All recyclable paper within the copy room shall be removed and placed in the recyclable dumpster. At Gun Range from 50 yards yellow line to the rear of the ranges. Floors to be swept and all trash removed. The City shall be entitled to audit the books and records of a Contractor or any sub-contractor to the extent that such books and records relate to the performance of such Contract or sub-contract. Such books and records shall be maintained by the Contractor for a period of five (5) years from the date of final payment under the prime Contract and by the sub-contractor for a period of five (5) years from the date of final payment under any sub-contract unless a shorter period is otherwise authorized in writing. If any litigation, claim, negotiation, audit or other action involving the records has been started before the expiration of the 5-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 5-year period, whichever is later.
