** As of July 18, 2025, project was awarded to Milestone Construction, Inc., with no awarded amount ** The project improvements proposed for this project are associated with a Community Crossing Matching Grant (CCMG).The project improvements generally consist of approximately9,180 square yards of pavement milling, 515 square feet ofhot mix bituminous patching and1,037 tons of hot mix bituminous surface paving, 46 tons of#73 aggregate, 60 feet of buttjoints, traffic maintenance, andmiscellaneous work to completethe project. The work to be performed andthe bid to be submitted shall include sufficient and proper sumsfor all general construction,mechanical installation, labor,materials, permits, licenses, insurance, and so forth incidentalto and required for the construction of the facilities. The contractors doing work on thisproject shall be pre-registeredwith the Indiana Department ofTransportation. Each bid must be enclosed in asealed envelope bearing the titleof the Project and the name andaddress of Bidder. All bids must be submitted onthe bid forms as identified in theContract Documents and Specifications. Each bid shall be accompaniedby a certified check or acceptable bid bond made payable tothe Town of Kingman, Indiana,(Owner), in a sum of not lessthan five percent (5%) of thetotal amount of the highest aggregate bid, which check orbond will be held by the Owneras evidence that the bidder will,if awarded the contract, enter into the same with the Ownerupon notification from him to doso within ten (10) days of saidnotification. Approved performance and payment bonds guaranteeing faithful and proper performance ofthe work and materials, to be executed by an acceptable suretycompany, will be required of theContractor at the time he executes his contract. The bondwill be in the amount of 100% ofthe Contract Price and must bei n f u l l f o r c e a n d e f f e c tthroughout the term of the Construction Contract plus a periodof twelve (12) months from thedate of substantial completion. The Owner reserves the right toreject any bid, or all bids, or toaccept any bid or bids, or tomake such combination of bidsas may seem desirable, and towaive any and all informalities inbidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bidsor authorized postponementthereof. Any bid received afterthe time and date specified shallnot be considered. No bid maybe withdrawn after the scheduled closing time for receipt ofbids for at least sixty (60) days.A conditional or qualified Bid willnot be accepted. Award will be made to the low,responsive, responsible bidder.The low, responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs underExecutive Order 12549. All applicable laws, ordinances,and the rules and regulations ofall authorities having jurisdictionover construction of the projectshall apply to the projectthroughout. Bids shall be properly and completely executed on bid forms included in the Specifications.Bids shall include all informationrequested by Indiana Form 96(Revised 2013) included withthe Project Manual. Under Section III of Form 96, the Biddershall submit a financial statement. The Owner may makesuch investigations as deemednecessary to determine the ability of the Bidder to perform thework and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request.The Owner reserves the right toreject any bid if the evidencesubmitted by, or investigation of,such Bidder fails to satisfy theOwner that such Bidder is properly qualified to carry out the obligations of the Agreement andto complete the work contemplated therein. Each Bidder is responsible forinspecting the Project site(s) andfor reading and being thoroughly familiar with the ContractDocuments and Specifications. The failure or omission of anyBidder to do any of the foregoing shall in no way relieve anyBidder from any obligation withrespect to its Bid. Any contract(s) awarded underthis Advertisement for Bids areto be funded in part by a CCMGfrom the Indiana Department ofTransportation.
