Site work and paving for a mixed-use development in West Covina, California. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The proposed project involves providing Design Engineering Services to prepare Plans, Specifications and Estimates (PS&E/Bid Package) for the Azusa Avenue Pedestrian Handicap Accessibility & Signal Synchronization Improvements Project, CA985, FY23 Community Project Funding/Congressionally Directed Spending (CPFCDS).. The requested design engineering services will be funded through local funds, and no federal funds will be involved in the design phase. However, the construction phase will be funded through FY23 Community Project Funding/Congressionally Directed Spending (CPFCDS) program (CA985). The project involves pedestrian handicap accessibility & signal synchronization improvements along Azusa Avenue from the north city limit (West Badillo Street) to the south city limit (south of Amar Road). The project will identify existing obstacles limiting accessibility and will provide improvements within public right of way to improve pedestrian accessibility within the corridor. The proposed section of Azusa Avenue is approximately four miles long. The work shall include conducting ADA compliance evaluation of public facilities in public right of way such as curb ramps, sidewalks, curb and gutter, driveway approaches, pedestrian crossings (etc.) to include any necessary improvements to the facilities will be conducted to bring ADA standards to these facilities. The Project also provides traffic signal synchronization through Azusa corridor by modifying traffic signal standards (poles, mast arms, cabinets, controllers, conduits, etc.) and signal interconnect improvements. In addition, the work shall include pavement rehabilitation on Azusa Avenue corridor, striping, signage improvements and related improvements. The primary objective of the project is to have the selected engineering consultant to provide a complete PS&E (plans, specifications and estimates) approved by all involved jurisdictional and regulatory agencies and is ready for construction bidding for the improvements outlined in this RFP and attached documents. The scope of work generally includes: Task 1. Project Management a. Attend a pre-design (kick-off) meeting with City staff after the award of contract to conduct introductions, discuss scope of work, information needed from various City departments, overall schedule and the implementation process. b. Coordinate bi-weekly progress conference calls with City staff to update the City of the project progress, and schedule status. This is also a time for the Consultant to ask any questions to the City or bring up any design issues encountered. c. Coordinate meetings to review the preliminary design, 60%, 90% and 100% submittals with City staff. d. Provide a detailed project schedule with continuous updates, and executive summary of project status to be submitted with each monthly invoice. e. Maintain continuous awareness of the status of each task as it proceeds and make provisions to expedite and resolve any difficulties that may impede progress. Task 2. Utility Coordination a. The Consultant shall ensure the final design is compatible with all utilities within the project area whether they are protected in place, removed, installed, relocated, adjusted, or otherwise modified. This includes contacting each affected agency. Any utility work should be incorporated into the construction schedule, if necessary. b. Coordinate with the affected utility companies within the project limits, and any applicable agencies, as necessary, and notify the utility company/agency of the project. Maintain a utility contact matrix documenting contacts, coordination, etc. with utility companies. c. Perform all necessary research to establish the precise location of all utilities. All utilities (including overhead) must be identified and shown on the plans. d. The preliminary and finals plans are to be sent to all affected utility companies. e. Optional: If potholing becomes necessary, City will pay for direct costs to a Project Duration 6 or 7 months Q&A Deadline 05/09/2025 5:00 PM (PDT) The method of Contractor Selection has not been Determined at this time.
