Site work for a playground / park / athletic field in Lagrange, Georgia. Completed plans call for site work for a playground / park / athletic field.
All sealed proposals shall include a fully completed/executed PROPOSAL FORM, as provided in this INVITATION TO BID, the required 5% Bid Bond, and a detailed project proposal demonstrating compliance with the Scope of Work. The detailed project proposal shall include a copy of contractor qualifications, design & specifications of the 6" USGA sand root zone and underdrain system, design & specifications of the irrigation system, all product information, a copy of all manufacturer's product warranties, and the contractor's written warranty covering all labor, installation, and workmanship. All requests for clarification or additional information must be made via email ONLY to Ramona Gillham, Troup County Purchasing Director, at rgillham@troupcountyga.gov. No phone calls or contacts other than email are allowed. Contacting any other party prior to the bid opening for clarification and/or additional information will require that any proposal submitted by said bidder to be declared non-responsive. No requests for clarification and/or additional information will be allowed after close of business (COB) on 20 MAY 2025. Scope of Work - Quote/Bid #1 - Natural Grass Sports Turf System: The overall project includes the construction of three (3) new full size (240'x360') soccer fields (see attached Site Plan). The project area for the new natural grass sports turf system(s) shall be 260'x380' per field. The base Quote/Bid #1 shall include the scope of work for the natural grass sports turf system(s) for all three (3) new soccer fields. Provide and install all required/necessary materials, supplies, labor, equipment, machinery, etc. for the complete installation of a natural grass sports turf system(s), per the scope of work. Contractor shall be a Certified Field Builder (CFB) with current certification(s) and at least five (5) years' experience. Project area will be graded to .01 of a foot subgrade by Troup County, prior to installation. Contractor shall be responsible for final laser grading the project area. The natural grass sports turf system(s) shall include a 6" USGA sand root zone and an underdrain system utilizing 4" perforated HDPE installed in a herringbone design (20'x20'o.c.), then hard iped into an 8" perforated HDPE collector line along the perimeter of the field(s). Crown on the field(s) shall be at 1 1/2 percent. Contractor shall be responsible for creating a design/build irrigation system (including all control systems) to provide full coverage of the project area(s) and be approved by Troup County, prior to installation. Contractor shall be responsible for installing the design/build irrigation system (including all control systems). Provide all commissioning and training for the system. The natural grass installation shall be certified TifTuf Bermuda Sod. Contractor shall be responsible for sixty (60) days of fertilization, watering, and weed control after the sod is laid, before it is released to Troup County. Contractor shall maintain the certified TifTuf Bermuda Sod at 1.25 inches in height for the 60 days, prior to being released to Troup County. All work shall be coordinated with Troup County Staff. Provide a copy of all product warranties and the contractor's written warranty covering all labor, installation, and workmanship. Clean-up & dispose of all construction debris and/or trash. Protect surrounding areas from damage & debris. Submit a Quote/Bid to include all required/necessary materials, supplies, labor, equipment, machinery, etc. for the complete installation of a natural grass sports turf system(s), per the scope of work. Bid Bond equal to 5% of bid is required. Both a Performance Bond and a Payment Bond will be required in the amount equal to 100% for the contract price from the successful bidder. The bonding surety must be either authorized by the Insurance Commissioner of Georgia or be on the United States Treasury's list of approved bond sureties. All bidders must be properly licensed, insured, and qualified. Troup County will submit and obtain all necessary permits. Troup County will pay all necessary permit fees. The Owner reserves the right to reject any or all bids and to waive technicalities and informalities. The Owner reserves the right to interview any or all respondents. The Owner reserves the right to contact any or all references. The Owner reserves the right to award the project, as determined to be in the best interest of Troup County. The Owner reserves the right to award the project, as determined to provide the best value for Troup County. Award will be made to the bidder considered the most qualified who will act in the best interest of Troup County and whose proposal best meets the demands of Troup County.
