The Firing Ranges at the Salemburg Campus of the NC Justice Academy (NCJA East) were originally constructed in the mid1970s and have only had minor upgrades and repairs over the past 50 years. The current firing ranges are outdated and do not meet best practice standards NSSF/NRA. The current berms on the firing ranges do not meet the new standards in height or condition, and are overburdened with trees and brush. The lead reclamation is past due, and the current drainage and sediment basin is non-functional, which could lead to possible extended lead exposure to the environment and continuous flooding of the firing ranges and surrounding areas connected to the sediment basin which should be preventing lead run-off. Upgrades are needed for the continued safe use of the firing ranges for the much needed Advance Law Enforcement Training and protection of the surrounding environment from lead. This upgrade would renovate all 3 firing ranges and turning target systems, rebuild the shoot house area and add a fully enclosed shoot house and open top shoot house as well as a new lead containment system that would allow for easy reclamation of lead in the future without the hazards we are currently facing. The lead on the firing ranges was last remediated in 2012. Phase 1 of this multi-phase project will be for Lead Abatement for the existing Firing Ranges and Programming & Planning for future phases based on future funding availability In order to offer architectural, engineering, or landscape architectural services in response to this solicitation, the proposing firm must be properly licensed to practice Architecture, Engineering, or Landscape Architecture in the State of North Carolina. The method of Contractor Selection has not been Determined at this time.
