Berkeley County is requesting bids from qualified firms to upgrade the Central Berkeley Water Treatment Plant to 9 MGD. Question Deadline: 2025-05-09 12:00PM Questions may be directed to online. NOTICE: This Proposal does not commit Berkeley County to award a Contract, to pay any costs incurred in the preparation of a Proposal or to procure or contract for the articles of goods or services. The County reserves the right to waive any informalities or irregularities, to reject any or all Bids received as a result of this request, or to cancel in part or in its entirety this Proposal, if it is in the best interest of the County to do so. BID BOND: Bids over $100,000.00 shall be accompanied by a bid bond or certified cashier's check in an amount equal to 5% of the bid. STATE REVOLVING FUND (SRF) REQUIREMENTS: This Project will be funded in part or whole by the State Revolving Fund (SRF) under project number 496-32. Offers must comply with all applicable state and federal requirements identified in the Bidding Documents including the Davis-Bacon Act and "American Iron and Steel" Provisions. Offers must follow the "Six Good Faith Efforts" strategies and implement procedures that ensure Disadvantaged Business Enterprise (DBE) firms are given opportunities for meaningful participation if subcontracts are awarded. The DBE "fair share" goal is a responsible amount of funds proportionate to the project's construction costs and is currently established as a participation rate of 2.5% for Minority Business Enterprise (MBE) and 2.5% for Women Owned Business Enterprise (WBE). South Carolina Infrastructure Investment Program Requirements: This project is being funded whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), Grant #A-23-C021, which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLDRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in the Bidding Documents. 2. Bids must be submitted by the time and date specified as a single file in PDF Format in order to be considered. No late bids will be accepted and the ability to upload on the website will be denied. Bidders should allow adequate time to upload their documents to submit. 3. All bids shall be entered in ink or typewritten and shall remain firm for a period of not less than sixty (60) days. 4. Bids may be withdrawn by offeror prior to, but not after, the time set for the closing. Bidders seeking to make corrections will need to withdraw their submissions and resubmit any revised versions. 6. Bidders will receive a bid tab via email immediately following the bid closing indicating the apparent low, most responsible and responsive bidder. After a final review of all submittals is completed an Intent to Award will be available within the Bids and Proposals website. PROJECT COMPLETION TIME: Project shall be substantially completed within 540 calendar days of the County's Notice to Proceed. Final completion shall occur within 570 calendar days after Notice to Proceed. Liquidated Damages shall be applied as shown in the Agreement.
