The Authority is a wholesale water provider responsible for implementation of a Groundwater Reduction Program (GRP) for its participants. The Authority meters consumption on both groundwater and surface water users within its GRP. In late 2023 through 2024, the Authority implemented an initial phase of the Advanced Metering Infrastructure (AMI) to install AMI meters on over 400 groundwater wells within the GRP, targeting the largest users. The Authority desires to have an on-call metering support company to (1) routinely monitor the existing AMI system, (2) make repairs to the existing AMI system as needed, (3) install AMI equipment/integrate new groundwater wells into the Authority's system, (4) help develop a strategy for integration of surface water meter data into the Authority's Beacon Advanced Metering Analytics (AMA) system by Badger Meter, (5) support the implementation of new billing software that will communicate directly with the Authority's Beacon AMA system, and (6) other owner directed services. The objective of this Request for Proposals is to select a single firm to provide these on-call services to the Authority for a term of up to four years, an initial two-year contract with up to two, one-year renewals. A master services agreement will be executed between the Authority and the selected firm. Work authorization(s) will be issued detailing specific scope/task assignments.
