The City has established the award basis for this solicitation as the vendor providing the lowest responsible bid for consideration. Failure to provide a complete bid response could deem it incomplete and therefore non-responsive. This specification presents a general description, design criteria and the construction requirements for factory fabricated relay panels to be installed in the existing control enclosure at Garland Power & Light's King Mountain 345kV Switching Station. The relay panels shall contain all required equipment as specified herein. See attached drawings for required dimensions and equipment. The relay panels shall be delivered on 01/05/2026, FOB jobsite as specified herein. The FOB jobsite shall be as follows: GP&L King Mountain 345kV Switching Station is located in McCamey, Texas at: 5686 FM 2463, McCamey, TX 79752
